About the Team

You will be part of a dynamic team responsible for delivering the SEA-PAC Cyber Program and other related activities.
The team works across cyber cooperation initiatives and partners closely with business areas, finance, procurement and enabling teams to deliver effective program outcomes.
You will report to the Head of the SEA-PAC Cyber Unit and work closely with:

- Directors across the Pacific and Southeast Asia Cyber Cooperation areas
- The Assistant Secretary, Cyber Affairs and Critical Technology
- The Ambassador for Cyber Affairs and Critical Technology
- Finance, procurement and enabling teams
- Internal and external program stakeholders

About the Role
As the Procurement Specialist, you will lead procurement activities across a range of cyber and critical technology initiatives.
You will be responsible for the full procurement lifecycle, from developing procurement strategies and engaging the market through to tendering, negotiation, contract execution and ongoing contract management.
You will also provide specialist advice on funding, financial management, risk, probity and procurement governance.
A key part of the role is ensuring procurement activities are structured appropriately across Official Development Assistance (ODA), non-ODA and departmental funding, while meeting government procurement and financial requirements.
You will need to balance compliance with practical outcomes and provide clear advice that helps program teams make sound procurement decisions.

Key Responsibilities

- Lead end-to-end procurement activities,



from planning and market engagement through to contract execution and closure.
- Develop procurement strategies, tender documentation and contract arrangements.
- Provide strategic procurement advice to program teams and senior leaders.
- Manage contracts, supplier performance, KPIs, SLAs and financial commitments.
- Ensure procurement activities comply with the Commonwealth Procurement Rules and agency policies.
- Manage ODA, non-ODA and departmental funding requirements in partnership with finance teams.
- Oversee procurement systems, purchase orders, invoicing and financial reconciliation.
- Manage procurement risks, probity requirements and conflicts of interest.
- Prepare procurement, financial and risk briefs for senior stakeholders.
- Maintain procurement records, trackers and reporting, and identify opportunities to improve processes and governance.

You Must Have

- Strong procurement experience, including managing the full procurement lifecycle from planning through to contract closure.
- Experience managing both simple and complex procurements.
- Robust knowledge of the Commonwealth Procurement Rules (CPRs) and government procurement requirements.
- Experience developing procurement strategies, tender documentation and contract arrangements.
- Experience managing tenders, evaluations, negotiations and contract execution.
- Strong contract management skills, including monitoring supplier performance, KPIs, SLAs and financial commitments.
- Understanding of ODA, non-ODA and departmental funding arrangements and how these affect procurement and financial management.
- Experience working with finance and budget teams to manage expenditure and funding requirements.
- Strong knowledge of procurement risk, probity, compliance and governance.
- Excellent written and verbal communication skills, with the ability to explain complex procurement matters clearly.
- Strong stakeholder management skills and confidence working with senior executives and a range of internal and external stakeholders.
