About the Department

The Cyber Affairs and Critical Technology Branch (CYB) at the Department of Foreign Affairs and Trade is seeking an innovative and driven individual to work as part of dynamic team supporting the delivery of the SEA-PAC Cyber program and other associated activities.

About the Role

The Procurement Specialist is responsible for delivering a range of straightforward and complex procurements for DFAT's strategically significant cyber initiatives, ensuring compliance with the Commonwealth Procurement Rules (CPRs), DFAT procurement policies, and the PGPA Act. The role manages end-to-end procurement across ODA Administered, Non-ODA Administered and Departmental funding sources, providing strategic procurement advice, financial alignment, risk management and probity oversight to support DFAT's SEA-PAC Cyber Unit and the wider Cyber Affairs and Critical Technology Branch (CYB).

Key Duties

- Lead the design and execution of procurement processes on behalf of CYB, ensuring alignment with DFAT's foreign policy, development assistance and cyber engagement priorities.
- Manage end-to-end procurement activities including market engagement, tender development (RFQs, RFPs, RFTs), contract negotiation, execution and ongoing management.
- Establish and maintain contractual frameworks, including SLAs, KPIs, governance arrangements and compliance monitoring.
- Apply expert understanding of ODA, Non-ODA and Departmental funding classifications to ensure correct financial structuring of procurement activities.
- Work closely with internal and external finance and budget teams to manage funding allocation, track expenditure and ensure compliance with aid and non-aid budget requirements.
- Coordinate procurement activities through AusTender, DS4P, and BuyICT, ensuring compliance with Commonwealth and DFAT processes.




- Liaise closely with DFAT central procurement areas and enabling teams to ensure alignment, seek review/ advice and resolve procurement issues.
- Develop and maintain procurement contract management tracking tools, including financial and agreement trackers, to monitor milestones, financial commitments and reporting obligations.
- Oversee SAP contract and purchase order management, invoicing and financial reconciliation.
- Provide regular input into procurement and financial briefs, risk assessments and procurement strategy recommendations to the Head of Programs SEA-PAC Cyber, Directors and Senior Executives.
- Deliver probity oversight, maintain probity registers, manage conflicts of interest and escalate matters when required.
- Prepare contract closure reports, documenting lessons learned, verifying compliance and assessing supplier performance.
- Promote best practice procurement governance, strategic funding alignment and efficient, transparent contract delivery across DFAT's cyber and critical technology portfolio.

EL1 hourly rate contract, 12-months + possible extension
Located in Canberra, ACT
Minimum NV1 Clearance Required
