Our client a Global Energy Operator in Perth CBD is currently seeking an Estimator to join them for a 12-month contract.

Our client has an exciting opportunity for an Estimator to join the Capital Projects organisation.
We are looking for an Estimator who can work across multiple scopes of work of varying maturity across the Capital Projects portfolio and manage productive and standardized cost estimate outcomes, processes, systems and tools.

Duties and Responsibilities include, but are not limited to:

- Cost estimate development for all project phases and classes of estimates.
- Basis of Estimate (BoE) development.
- Estimate planning.
- Integrated Cost and Schedule Assurance (ICSA) reviews and engagements.
- Cost and schedule risk assessments including risk analysis and contingency setting.
- Cost risk model development.
- Coordination of contractor and owners cost estimates.
- Contract cost evaluations.
- Cost change analysis and trending.
- Estimate change log management and incorporation of risks, vulnerabilities and opportunities (RVOs).
- Project cost benchmarking.
- Business Planning (BP).
- JVP Work Program and Budget (WP&B;).
- Ensure cost estimates are developed in alignment with clients Estimating and Project Management System (CPMS) guidelines
- Review and analyze cost estimates, identifying variances, challenging the contractor's estimates
- Lead development of Project Cost Estimates and Basis of Estimate (BoE) in alignment with standards and requirements, including but not limited to, WBS, OBS, Project Schedules, Resource and Staffing Plan and integration with funding request documentation
- Lead development and maintenance of Estimate Plan for various phases of the project, in alignment with CPMS standards and requirements
- Focal point for Cost Estimate Assurance Review engagements, ensuring deliverables are comprehensive, accurate and aligned with Cost Engineering standards and project needs
- Perform cost estimate coordination and oversight of contractor cost estimates, ensuring cost estimates are: - consistent, comprehensive and accurate
- Participate in cost and schedule risk assessment engagements, ensuring contingency is properly determined and incorporated in cost estimate and budgets
- Proactively support development of cost model in advance of the risk assessment engagements to ensure consistency and alignment with CPMS standards
- Ensure Project Cost Estimates and Basis of Estimate (BoE)



are revised with revision control, based upon cost assumptions and any cost estimate changes
- Participate in developing Work Breakdown Structures (WBS) and Cost Breakdown Structures (CBS) as basis for project budgeting, cost control and forecasting
- Critically review and analyze productivity and resource estimates, identifying impacts on cost and schedule, challenging the contractor's estimates as needed
- Develop and implement procedures which tie estimates and budgets to appropriate project team members
- Proactively support generation of quality cost estimating & budgeting reports and required documents for project Funding Appropriation and Business Planning
- Support Project Management of Change (MOC) processes and procedures
- Proactively gather data and lessons learned for Assurance, Benchmarking, project Lookbacks, Project Closeout Evaluations, forecasting and Strategic Sourcing, to improve all aspects of cost estimating processes, procedures and tools
- Champion cost competitive performance targets through benchmarking analysis and incorporation of lessons learned
- Proactively use of AI tools and lessons learned from other projects and the Cost Engineering center of excellence
- Collect and maintain cost, unit rates, productivity factors and project metrics for estimate database
- Assist with Business Planning updates on expenditure including the yearly BP cycle, monthly reporting, and any new funding requests through selected work scopes
- Independently identifies and works with interfaces and stakeholders to identify and resolve issues for selected work scopes
- Develop, implement and enable continuous improvement of standardized, repeatable and consistent Cost estimating processes, playbooks and digital analytic tools to enhance cost engineering methods

Key Skills and Experience Required:

- Job Knowledge and Proficiency – Comprehensive knowledge of the onshore & offshore oil & gas industry, with experience supporting upstream/subsea facilities, well programs and downstream facilities. Demonstrated high-degree of technical skills in the following areas:



cost estimating, management and analysis (including probabilistic risk analysis). Fundamental awareness of planning processes and interfaces with cost.
- Project Experience - Experienced and knowledgeable supporting major capital projects, including the principles and associated processes, practices, or tools. Preferred exposure to and knowledge of portfolio approach to managing capital projects. Knowledge of industry and professional trends and best practices. Has large (1B-10B USD) oil and gas project experience.
- Robust communication and collaboration skills.
- Growth mindset and a willingness to challenge existing ways of working in Capital Projects with innovative and out of the box thinking.
- Deliver Results – Demonstrated track record of delivering results in Capital Projects. Proactively engages to clarify expectations and works diligently to reach project outcomes. Aligns with and holds self accountable to achieve established metrics. Adjusts and pivots based on stakeholder input. Proactively addresses issues and barriers, applying a solution-oriented outlook.
