Primary objective
Provide high level, proactive and timely advice and support of the agency’s own procurement, contract management
activities, to support the delivery of major digital transformation programs.
Context statement
The Supply and Contracts team provides end-to-end commercial management of contracts related to business systems and
major digital transformation project and programs across the Digital Services portfolio which encompasses procurement
activities, administration,
contract management and contract renewals.
Key duties and responsibilities
1. Provide timely and client focussed commercial management services, including taking a lead in the delivery of
procurement and contract management activities.
2. Actively undertake medium risk/value procurement projects, including planning, RFT/specification development and
tender evaluation, negotiation and award activities.
3. Communicate with industry stakeholders, contractors and agency staff, including coordinating and chairing meetings,
workshops and briefings.
4. Prepare written plans, technical documents and user guidance materials in support of projects, such as specifications,
contract management plans and buyer’s guides, procedures and policy documents.
5. Assist senior members with strategic planning for contracts and their deployment.
6. Actively participate and contribute to the broader team, undertaking other related duties as required by the Director.
Selection criteria
Essential
1. Good working knowledge of commercial management, including the provision of procurement and contract management.
2. Demonstrate a good level of research and analytical skills,
including ability to use computerised systems to collate and
evidence quantitative data, trends and projections.
3. Proven ability to work as an effective team member, manage priorities, multitask and work under pressure to agreed
timeframes.
4. Well-developed interpersonal skills, including ability to interact with people from diverse cultures and have a customer
focussed approach to engage with people at all levels, businesses and industry representatives.
5. Demonstrate well-developed written and oral communication skills to prepare engagement briefs, recommendation
papers and reports, relate effectively with service providers and agency staff and lead meetings, workshops and briefings.
6. Demonstrated work ethic and attitude which emulates DCDD values of being qualified, accountable, honest,
innovative and respectful.
Desirable
1. Prior experience or qualifications in or related to a relevant field, such as law, business, contract management and/or
procurement.
