Position Title: QA/QC Lead (Quality Assurance / Quality Control)

Location: Perth, WA (Must be local)

Contract Type: 18-Month Fixed-Term Contract

1. Client Description The client is a leading international infrastructure contractor and market leader specializing in complex, large-scale civil engineering and utility projects. Operating with high-level design, engineering, and quality benchmarks, the organization has a reputation for delivering major greenfield and brownfield infrastructure developments across Australia and globally.

2. Scope

- Project Type: Major infrastructure development with a focus on water infrastructure assets.
- Location: Perth, Western Australia (Site/Project-based).
- Primary Mandate: Responsible for providing high-level technical leadership, governance, and tactical oversight of the end-to-end Quality Assurance and Quality Control (QA/QC) framework across all stages of project delivery.

3. Key Responsibilities

- Strategic Quality Leadership & Systems: Develop, implement, and maintain the Project Quality Plan and Quality Management System (QMS) in strict accordance with ISO 9001 standards and technical specifications.
- Field Inspections & Surveillance: Oversee daily QA/QC site surveillance and inspections across civil, concrete, mechanical, structural, and piping activities, ensuring continuous compliance with Inspection & Test Plans (ITPs).
- Non-Conformance Management: Manage the Non-Conformance Report (NCR) process up to final closeout, conducting thorough Root Cause Analyses (RCA) and implementing robust corrective and preventative actions.
- Auditing & Compliance: Plan and execute internal and external quality audits on subcontractors, suppliers, and main site activities to guarantee technical compliance and audit readiness.
- Subcontractor & Vendor Quality Oversight: Review and approve subcontractor quality submittals, method statements, material test reports, and factory acceptance testing (FAT) results.
- Handover & Documentation:



Oversee the compilation, verification, and progressive closeout of Manufacturers Data Records (MDRs), quality handovers, and punch lists for seamless client commissioning.

4. Qualifications

- Education: Bachelor’s degree in civil engineering, Mechanical Engineering, Quality Management, or a related technical discipline. Lead Auditor Certification (ISO 9001) is highly advantageous.
- Essential Experience :
- Minimum of 8+ years of progressive experience leading QA/QC delivery on major infrastructure projects.
- Mandatory experience working within a Tier-1 construction company framework.
- Water infrastructure experience is highly desired (e.g., desalination plants, wastewater treatment facilities, bulk water storage, or major pipelines).
- Location & Work Rights: Must be currently located in Perth, WA with full Australian working rights and the ability to mobilize urgently within 4 weeks.
- Technical Skills: Expert knowledge of Australian Standards, ITP formulation, materials testing regimes, structural steel/concrete tolerances, and pressure piping specifications.
- Personal Attributes: Robust leadership and communication skills with a proven track record of managing subcontractor interfaces and driving a "first time-right" site quality culture.
