Senior Policy Officer - Leadership and Advocacy Team

The Congress of Aboriginal and Torres Strait Islander Nurses and Midwives (CATSINaM) is the national peak membership body representing and advocating for Aboriginal and Torres Strait Islander nurses, midwives, and students. Established in 1997, CATSINaM has been dedicated to supporting its members for over 25 years. Guided by the principle of "Unity and Strength through Caring," CATSINaM leads the nursing and midwifery workforce to improve health outcomes for Aboriginal and Torres Strait Islander peoples through partnerships, leadership, advocacy, and workforce engagement.

About the role

We are seeking a highly skilled Senior Policy Officer to lead the development, implementation and evaluation of Aboriginal and Torres Strait Islander nursing and midwifery workforce policy initiatives that influence sector reform and improve health outcomes for Aboriginal and Torres Strait Islander peoples.

The role drives the development of evidence-based policy on issues affecting the Aboriginal and Torres Strait Islander nursing and midwifery workforce, ensuring CATSINaM's policy positions, advocacy and strategic advice are informed, credible and responsive to sector priorities.

The position provides the policy analysis, evidence and advice that informs CATSINaM's contributions to national policy discussions and advocacy initiatives. Stakeholder engagement is undertaken to support policy development and advocacy outcomes, while responsibility for organisational partnerships and corporate membership programs sits within other roles.

Key responsibilities

- Lead the development, implementation and evaluation of evidence-based Aboriginal and Torres Strait Islander nursing and midwifery workforce policy initiatives.
- Analyse evidence, stakeholder feedback and emerging issues to inform policy positions, advocacy priorities and strategic advice.
- Develop policy submissions, briefing papers,



position statements and other policy resources aligned with CATSINaM's strategic priorities.
- Build and maintain relationships with stakeholders to inform policy development and advocacy outcomes.
- Monitor and evaluate policy initiatives, identifying risks, opportunities and emerging workforce trends.
- Provide strategic policy advice and support advocacy initiatives relating to Aboriginal and Torres Strait Islander nursing and midwifery workforce issues.
- Work collaboratively across teams to support organisational priorities and policy objectives.
- Mentor and support team members, promoting collaboration, capability development and policy expertise.

Key skills, experience and attributes

- Tertiary qualifications in a relevant field.
- Demonstrated experience developing, implementing or evaluating evidence-based policy, strategies or initiatives.
- Strong policy analysis, critical thinking and problem-solving skills.
- Experience preparing policy submissions, briefing papers, position statements or strategic advice.
- Strong stakeholder engagement and communication skills, including the ability to build productive relationships across diverse sectors.
- Demonstrated understanding of Aboriginal and Torres Strait Islander peoples, cultures and communities, with a commitment to culturally safe ways of working.
- Ability to work autonomously, manage competing priorities and exercise sound judgement.
- Willingness to travel as required.
