Here’s what you’ll be up to…

As Head of Resource Recovery, you will provide effective leadership, direction and coordination for Council’s waste management services and the implementation of the Waste Strategy.

This role leads services that support residents, improve sustainable resource management and contribute to higher resource recovery across the City.

Key responsibilities include, but are not limited to:

- Manage and administer Council’s waste management services for City residents.
- Implement waste collection services that reduce domestic waste to landfill and support high resource recovery.
- Develop, maintain and lead a contemporary Waste Strategy for the City.
- Promote and expand sustainable resource recovery practices across Council-managed waste services.
- Provide community information and education programs about sustainable resource management.
- Lead service planning, operational performance, budget management, governance, records management, WHS and customer service outcomes across assigned functions.




- Lead innovation in resource recovery to support the community in maximising diversion from landfill

This is a role for a leader who enjoys balancing strategy with practical service delivery, building trusted relationships and enabling teams to deliver solid results.

You’ll work with internal teams, the community, government and non-government agencies, and other professional and Council staff to communicate priorities, solve problems and make decisions that have long-term impact for the City.

What are we looking for?

We’re looking for a senior leader who can bring strategic thinking, operational discipline and authentic people leadership to a high-impact community service area. Ideally, you will bring:

- Tertiary qualifications in a relevant field, or equivalent experience.
- Extensive experience at senior management level, with the ability to lead people, performance, service planning and operational outcomes.
- Sound financial capability,



including understanding accounting principles and overseeing financial reporting obligations.
- Excellent written and verbal communication skills, with the confidence to liaise, negotiate and influence across the community, staff, management and external agencies.
- Exceptional interpersonal and staff management skills, including the ability to build capability, support succession planning and manage performance.
- Experience with waste contracts and sound strategic and business planning skills would be highly regarded.

The must-know bits

You will be required to undertake employment checks, which may include a Criminal History Check, Qualification Check, Working with Children Check, Medical Declaration and/or a Functional Test, as relevant to the position for which you have applied. Where a Criminal History Check is required and has returned a result that indicates disclosable court outcomes, you will be required to provide a copy of the report to Penrith City Council, for review, to progress through the recruitment process.
