About Blackburn High School
Blackburn High School is a vibrant, multicultural, and inclusive co-educational government school for students in Years 7-12 that provides a comprehensive education located in the eastern suburbs of Melbourne, about 16 km from the CBD. We are proud of our rich academic and extensive co-curricular programs that provide opportunities for all students to reach their potential.
The school has a well-established International Student Program supporting approximately 100 international students from a diverse range of countries. The program is committed to providing high-quality educational opportunities, outstanding pastoral support and ensuring compliance with all Department of Education and legislative requirements.
We deliver a dynamic educational program, underpinned by our school values of Respect, the pursuit of Excellence and Citizenship. The Learning Norms and Instructional Model, foster student agency and resilience. High expectations, effort and achievement are acknowledged and celebrated. Our reputation in the community has evolved through the hard work and positive partnerships between the staff, students, and parents.
There are approximately 1300 students with an enrolment cap placed for Year 7. The school's workforce is made up of the Principal, three Assistant Principals, twelve Leading Teachers and four Learning Specialists, with approximately 150 teaching and education support staff.
The House
System consists of four interdependent House learning communities, that foster a sense of connectedness and belonging that forge strong links with the home. The school day begins with a 15-minute mentor session on four of the days with students vertically arranged from Year 7-12 working together, followed by five 58-minute periods where students work within their year level groupings.
The school is situated on a large, spacious 12-hectare site with well-maintained grounds and exceptional sporting facilities including a gymnasium and the impressive covered outdoor sporting area. The school¿s learning spaces inspire and promote creativity and a sense of pride and include a STEM Centre, Art Precinct, VCE Centre, Resource Centre with Pathways, IT and Wellbeing. The school offers a wide range of core, enrichment electives and extension subjects for Years 7-10 and a High Achievers Program.
We also offer a full range of VCE subjects, VET and Vocational Major with a high proportion of students entering tertiary educational institutions.
The school provides a comprehensive, challenging, curriculum that encourages a robust work ethic, a large range of extra-curricular activities and student leadership programs including clubs, extensive camps program, a highly acclaimed music program, the very successful sports program, robotics competitions, the Duke of Edinburgh and Art/Technology exhibitions.

Selection Criteria
Education Support Class - Level 1 Range 3
This position is classified as an Education Support Class ¿ Level 1 Range 3 position under the Victorian Government Schools Agreement.
The role works under the direction of the International Student Program Coordinator and is responsible for providing administrative, operational and student support within established policies, procedures and guidelines.
The position exercises judgement within clearly defined processes, performs tasks that require knowledge of school and Department procedures and contributes to the effective operation of the International Student Program.
The position does not have responsibility for the management of the International Student Program, legislative compliance decisions, staff supervision or financial delegation. These responsibilities remain with the International Student Program Coordinator and Principal Class.
Key Selection Criteria
1. Administration and Organisation
Demonstrated experience providing high-quality administrative support, maintaining accurate records and managing competing priorities with excellent attention to detail.
2. Communication and Customer Service
Highly developed interpersonal and communication skills, with the ability to establish positive working relationships with students, parents, homestay providers, staff and external agencies from diverse cultural and linguistic backgrounds.
3. Student Support
Demonstrated ability to develop positive relationships with young people, provide practical day-to-day support and recognise when student wellbeing concerns require referral to appropriate staff.
4. Digital Literacy
Demonstrated proficiency in Microsoft Office and the ability to learn and effectively use Department of Education and school administration systems.
5. Teamwork and Professional Practice
Demonstrated ability to work collaboratively within a team, exercise sound judgement within established procedures and maintain confidentiality when handling sensitive information.
6. Cultural Competence
Demonstrated understanding of working respectfully with culturally and linguistically diverse communities. Proficiency in an additional language, particularly Mandarin, is highly desirable.

Attendance Required: 8am - 4pm 0.6 FTE (3 days) Oct 2026 Jan 2027, increasing to 1.0 FTE Jan 2027
Position Purpose The International Student Program Support Officer provides high-quality administrative and operational support to assist in the effective delivery of Blackburn High School's International Student Program.
Working under the direction of the International Student Program Coordinator, the position supports the administration of student enrolments, records management, homestay arrangements, compliance processes and program activities. The role also provides day-to-day support to international students, helping them to feel welcomed, connected and supported throughout their educational journey.
The position contributes to the effective operation of the International Student Program through the provision of accurate administration, responsive support and positive relationships with students, families, homestay providers, staff and external agencies.
Qualifications
Essential

- Capacity to maintain confidentiality and exercise discretion when handling sensitive information.
Desirable
- Experience working in a Victorian Government school, international education or a comparable educational environment.
- Experience using student management systems and Microsoft Office applications.
- Additional language skills relevant to the school's international student cohort.
Responsibilities
Key Responsibilities:
Administration and Program Support
- Maintain accurate, confidential and up-to-date records relating to international students using Department and school administration systems.
- Assist with enrolment administration, admissions documentation and student file management.
- Update and maintain student information including visa details, passport information, Overseas Student Health Cover (OSHC), accommodation details and emergency contacts.
- Prepare and maintain documentation relating to attendance, course progress, student welfare monitoring and holiday travel in accordance with Department requirements.
- Monitor administrative timelines and advise the International Student Program Coordinator of actions requiring follow-up.
- Prepare routine correspondence and communicate with students, parents, homestay providers and external agencies.
- Coordinate interpreter bookings and assist families to access school communication systems and processes.
- Assist with the organisation of orientation programs, excursions, cultural events, parent information sessions and other International Student Program activities.
- Maintain accurate filing systems and ensure confidential information is managed appropriately.
Compliance Support
- Assist with maintaining records required under the Education Services for Overseas Students (ESOS) Act, National Code, Victorian Registration and Qualifications Authority (VRQA) requirements and Department of Education policies.
- Support the preparation of documentation for audits, compliance reviews and Department reporting.
- Monitor attendance and administrative compliance requirements and promptly bring concerns to the attention of the International Student Program Coordinator.
- Maintain strict confidentiality when handling student information and documentation.
Student Support
- Build positive, respectful and professional relationships with international students.
- Be an approachable point of contact for students requiring day-to-day assistance.
- Support students to understand school routines, expectations and available support services.
- Assist with orientation and transition activities for newly arrived students.
- Recognise and promptly refer wellbeing or welfare concerns to the International Student Program Coordinator or appropriate staff.
- Encourage students to actively participate in school life and develop positive connections within the school community.
Homestay Support
- Assist with the administration and monitoring of approved homestay arrangements.
- Participate in scheduled homestay visits alongside the International Student Program Coordinator.
- Maintain records relating to homestay inspections, Working with Children Check requirements and accommodation documentation.
- Liaise with homestay providers regarding routine administrative matters.
- Immediately report any concerns relating to student safety or wellbeing to the International Student Program Coordinator.
General
- Work collaboratively with teaching, education support and leadership staff to support the effective operation of the International Student Program.
- Maintain a high level of professionalism, discretion and confidentiality.
- Undertake other duties consistent with the Education Support Class Level 1 Range 3 classification as directed by the International Student Program Coordinator or Principal Class
