This role is open to Australian citizens only. Applicants must also hold a current and ACTIVE Baseline Australian Government security clearance. An ability to obtain a clearance is NOT sufficient for this role.

This is an Australian Federal Government engagement based in Australia. About the Role

Services Australia is seeking a minimum of one Test Engineer (APS5 equivalent), working hybrid from the capital city of Queensland, the ACT or Victoria (Brisbane, Canberra or Melbourne). Test Analysts determine and carry out testing activities to validate the design and behaviour of systems and services, ensuring the test effort is executed in a structured, consistent manner in line with agreed test guidelines. At APS5 the role works under the general direction of senior staff, exercises independent judgement within defined parameters, plans its own work, provides technical advice and development to less experienced testers, and allocates work to team members. The criteria span functional and acceptance testing, test methods and tools, manual and automated testing with scalable frameworks, and user experience evaluation including usability and accessibility testing.

Execute assigned test cases at various stages of testing on appropriate testing platforms; develop test plans, test cases, task cards and supporting test data and/or requirements, under own direction, from the specifications provided; analyse and report on test activities and results and escalate issues and risks to senior staff; contribute to team improvement initiatives and projects including team tools, process changes and test automation; identify, manage and document defects, programming errors and operational characteristics inconsistent with stated requirements and design specifications; conduct testing to ensure the ICT service functions as per requirements; create test data within an external software vendor environment; accurately record time and effort for test cases; allocate work to team members, matching issue complexity to staff capability; provide assistance and training to less experienced testers; support the team to follow business processes and align to delivery outcomes; maintain up-to-date knowledge of ICT legislation,



policy and processes and transfer it to the team; collaborate with stakeholders for effective and timely implementation; advise and assist external software vendors on testing and development; assist with cost analysis as required; act with integrity in line with the APS Values and Code of Conduct; exercise appropriate delegations.

Key Responsibilities

- Develop acceptance criteria for functional and non-functional requirements, business processes, features, user stories and business rules; design, specify and execute test cases and scenarios against them.
- Select the right testing approach, manual and automated; develop and execute test plans and test cases; implement scalable and reliable automated tests and frameworks.
- Identify, manage and document defects; analyse and report on test activities, results, issues and risks, including the work of others; escape to senior staff.
- Advise on and improve the adoption of test methods and tools; tailor processes to agreed standards; contribute to team tooling, process change and test automation.
- User experience evaluation: test usability and accessibility of components and alternative designs; evaluate prototypes for user feedback; check adherence to standards, style guides and legislation; benchmark existing or competitor systems.
- Create test data in an external software vendor environment and advise external vendors on testing; record time and effort accurately.
- Allocate work to team members by complexity and capability; train and support less experienced testers.
- Desirable: business situation analysis and improvement recommendations; contribute to formal audits and reviews of testing and quality control evidence.
- Prior experience within government or a similar large-scale organisation preferred.
- Develops acceptance criteria related to functional and non-functional requirements, business processes, features, user stories and business rules. Designs, specifies and executes test cases and scenarios to test that systems, products and services fulfil the acceptance criteria and deliver the predicted business benefits. Collaborates with project colleagues and stakeholders involved in the analysis, development and operation of products, systems or services to ensure accuracy and comprehensive test coverage. Analyses and reports on test activities, results, issues and risks including the work of others.
- Provides advice and guidance to support the adoption of methods and tools and adherence to policies and standards. Tailors processes in line with agreed standards and evaluation of methods and tools. Reviews and improves usage and application of methods and tools.




- Selects appropriate testing approach, including manual and automated testing. Develops and executes test plans and test cases. Implements scalable and reliable automated tests and frameworks. Collaborates across parties involved in product, systems or service design and development to enable comprehensive test coverage. Identifies improvements in requirements, design or specification processes to increase the effectiveness and efficiency of testing. Analyses and reports on test activities, results, issues and risks, including the work of others.
- Evaluates design options and prototypes to obtain user feedback on requirements of developing systems, products, services or devices. Tests the usability and accessibility of components and alternative designs. Administers a range of evaluations, recording data and feedback. Analyses evaluation data and recommends actions. Identifies areas for future user research. Checks systems, products, services or devices for adherence to applicable standard, guidelines, style guides and legislation. Evaluates the usability of existing or competitor systems to provide benchmark values and as input to design.
- Investigates straightforward business situations to identify and analyse problems and opportunities. Contributes to the recommendation of improvements. Follows agreed standards and techniques to investigate, analyse and document business situations. Engages with stakeholders under direction.
- Contributes to the collection of evidence and the conduct of formal audits or reviews of activities. Examines records for evidence that appropriate testing and other quality control activities have taken place. Determines compliance with organisational directives, standards and procedures and identifies non-compliances, non-conformances and abnormal occurrences.

Contract Minimum of one position. Estimated start Friday 1 January 2027. Initial contract up to 12 months; extension term 'Other' - up to a maximum of 24 months. APS5 equivalent. A maximum of four candidates per seller.

Location Hybrid, from the capital city of Queensland, the ACT or Victoria (Brisbane, Canberra or Melbourne). The Labour Hire Worker is expected to work onsite for the first six weeks before a hybrid flexible arrangement can be considered, unless otherwise negotiated; the worker's residing address must be within reasonable travel time and distance of the office to attend in an emergency or to meet business requirements. Maximum hours published as 80 per week.
