L4140 Communications Engineer — Defence / Army Headquarters

- Location: Russell Offices, Canberra, ACT.
- Initial contract: 1 January 2027 to 31 December 2027.
- Extensions: Three potential 12-month options, subject to Defence’s discretion, funding, ongoing requirements and performance.
- Classification: Level 3 — Advanced Practitioner, Specialist Engineering — Communications Network Engineering.
- Security clearance: Minimum NV1, maintained throughout the engagement.
- Working arrangements: Regular in-person meetings in Canberra. Off-site work may be required depending on office space availability; a fixed hybrid arrangement is not specified.
About the opportunity
Azooa is preparing a response to RFQTS 17454 and is seeking a suitably qualified contractor for the L4140 Communications Engineer prospect with Army Headquarters, Land Capability Executive.
The role provides specialist communications and systems engineering support to LAND 4140 and the Land C4 Development Team, contributing to the modernisation of Army’s Command, Control, Communications and Computing capabilities.
LAND 4140 forms part of the LC4ISREW Program, which supports Army Headquarters in exercising the Chief of Army’s Capability Operator responsibilities. The program is transitioning to a multi-tranche delivery approach to respond to emerging technology, operational requirements and evolving threats.
Working under the direction of SO1 LC4 Capability Development, you will help define capability needs, assess technical options, support risk reduction activities and inform acquisition and integration decisions. You will collaborate with Army, Joint organisations, CASG/DDG/DDA, Defence Digital Group, industry and coalition stakeholders.
Responsibilities
- Develop and maintain Land C4 capability documentation, including Operational Concepts, User Needs Statements, requirements documentation, technical standards, architectures and associated Defence capability artefacts.
- Provide specialist communications engineering advice on tactical communications, networking, satellite communications,
cryptographic systems and associated Land C4 technologies.
- Analyse technical risks, constraints and opportunities, and develop recommendations to inform capability decisions.
- Support the planning, coordination and execution of technical investigations, risk reduction activities, demonstrations, trials and evaluations.
- Develop technical assessments, briefing material, decision support products and stakeholder engagement artefacts.
- Engage with Defence, industry and coalition stakeholders to align Land C4 capability requirements and technical approaches.
- Contribute to Land C4 system architectures, standards, integration guidance and design products.
- Participate in Land C4, tactical communications and systems engineering working groups, forums and governance activities.
- Review contractor deliverables and advise on their suitability, maturity and alignment with Land C4 requirements, standards and architectural principles.
- Support assurance, governance, audit and reporting activities associated with capability development and integration.
- Provide technical support across the Land C4 Development Team as required.
Deliverables
Specific deliverables and timeframes will be agreed with the Commonwealth Representative at commencement under a time and materials engagement.
Work will include capability and requirements documentation, technical assessments, architectural and design contributions, engineering recommendations, briefing material, and support for trials, evaluations and risk reduction activities.
Performance expectations will align with agreed Key Result Areas. Monthly reporting may be required to address progress, delivery risks and issues.
Essential experience and requirements
- Demonstrated experience in Defence communications, networking,
ICT or systems engineering roles.
- Knowledge of tactical communications, networking and Land C4 technologies.
- Experience developing or reviewing technical documentation, requirements or engineering assessments.
- Strong stakeholder engagement and communication skills.
- Ability to analyse technical risks, issues and integration challenges.
- Relevant qualifications or equivalent experience in communications, telecommunications, ICT or systems engineering.
- Minimum NV1 security clearance, maintained or exceeded throughout the contract.
Desirable experience and qualifications
- Knowledge of the Defence Capability Lifecycle and Defence governance processes.
- Experience supporting capability development, acquisition, integration or sustainment activities.
- Understanding of Land C4 systems, tactical networks and communications architectures.
- Experience supporting trials, demonstrations, evaluations or risk reduction activities.
- Familiarity with systems engineering methods, standards and architecture development.
- A degree in Engineering, Telecommunications, ICT, Computer Science, Systems Engineering or a related discipline.
Additional engagement details
Land Capability Division allocates 220 working days per calendar year. Unless otherwise requested by the Commonwealth Representative, work is not required during the Defence Christmas stand-down period, approximately 10 working days.
The successful contractor must be available for travel when required and directed. Approved travel arrangements and eligible expenses will be managed in accordance with the contract.
The role requires regular communication with Army Headquarters personnel, verified timesheets, compliance with Defence security directions, and adherence to probity and conflict-of-interest requirements. A non-disclosure agreement may be required.
