Primary objective The Chief Financial Officer (CFO) is a key member of the NT Health executive leadership team, providing leadership and oversight of financial strategy and operations. The CFO provides strategic financial advice and direction to ensure effective financial stewardship and governance of the NT Health’s budget and resources to meet financial performance targets, ensure compliance with legislative and regulatory frameworks, and enable health services to succeed.
Key responsibilities
1. Provide professional, timely and accurate advice to the Chief Executive, executive leadership team, staff, and other key stakeholders on financial
strategy, and existing and emerging risks to support strategic decision processes and provide critical financial risk and issues response.

Drive a performance oriented and continuous improvement culture to sustain robust financial stewardship and governance of NT Health’s budget to
meet strategic priorities, including allocation of resources, and ensure NT Health meets revenue and/or expenditure targets and compliance obligations.
1. Shape the strategic direction of the NT Health’s financial framework including maximising financial resources, oversight of compliance, NT Health
policies, practices and standards to assure integrity and long-term financial sustainability of the NT Health’s total operations, including in the Regional Health Services.
1. Provide executive direction and professional leadership to the team, and implement developmental strategies to ensure adequate capability, financial
literacy and capacity within the team and across NT Health to meet NT Health’s needs now and into the future.
1. Manage risk through the development and implementation of robust frameworks to identify potential threats to financial sustainability and operational
efficiency.
1. Provide oversight and advice in relation to grants, procurement and contract management to ensure efficient and optimised use of financial resources.
2. Drive efficiencies and provide advice in relation to digital and data proficiency through the use of optimised digital tools, data accessibility and
modernised financial systems.
1. Represent NT Health in interdepartmental and intergovernmental discussions relating to financial matters and strategy.
Selection Criteria
Essential
1. Financial Management Expertise: Extensive technical knowledge and experience in accounting and statutory reporting, budgeting and analysis, finance
operations and systems, financial strategy, audit, compliance and governance.
1. Strategic Leadership:
High level of strategic thinking and forward planning capability to provide financial planning advice and strategic financial direction
to Executive Leaders.
1. Governance: Strong understanding of public sector frameworks, accountability requirements and policies.
2. Risk Management: Demonstrated capability to identify and manage financial risks, ensuring that the Agency is prepared for potential challenges and
can navigate uncertainties and change effectively.
1. Leadership, People and Change Management Skills: Demonstrated leadership, people and change management skills along with a high level of
capability to develop diverse, high-performing teams.
1. Stakeholder Management and Collaboration Skills: Professional communication and stakeholder engagement skills to interact with key senior leaders,
influence, negotiate, build partnerships and form extensive networks with peer level roles in other agencies to drive best practices and stay informed about industry trends across the NT and nationwide.
1. Digital and Data Analysis Skills: Sound digital and data analysis skills to lead informed, strategic decision making, and to identify opportunities for data
analysis automation and digital process improvements to enhance operational efficiency.
1. Operational Understanding: Understanding of multi-level operational aspects of the Agency, including procurement, grants management, and asset
management.
1. Tertiary qualification(s) in a relevant discipline (accounting, finance, business) combined with relevant senior executive experience, or an equivalent
combination of substantial relevant senior executive experience and education and training.
Desirable
1. Experience working in the Northern Territory Public Sector or equivalent government entity, particularly in a human services portfolio.
2. Full membership of a recognised professional accounting body such as Certified Practicing Accountant (CPA) or the Institute of Chartered Accountants
of Australia and New Zealand (CAANZ).
