Job Title - Client-Side ERP Project Manager and Owner's Representative

Key responsibilities:

Mobilisation and delivery planning

- Review the final Civica contract, statement of work, implementation plan, milestone and payment schedule, acceptance regime, service levels and Council dependencies.
- Confirm the integrated project schedule, critical path, governance calendar, deliverable register, decision log, resource plan, dependency map and reporting cadence.
- Prepare a 30, 60 and 90-day mobilisation plan, with immediate priorities and decisions required from Council.

Establish a practical project management system that is proportionate to Council's size while providing strong traceability and control.

Contract and commercial management

- Act as Council's day-to-day project representative for contract administration, monitoring, coordination and escalation, strictly within delegations and written authorities confirmed by Council.
- Monitor Civica's performance against contractual deliverables, dates, acceptance criteria, service levels, personnel commitments and reporting obligations.
- Review evidence of milestone completion and provide written recommendations before Council determines formal acceptance, approves payment or exercises any contractual right.
- Prepare and maintain contract correspondence, notices, claims, variation assessments, assumptions, exclusions and commercial decision records.
- Identify potential scope gaps, delay events or cost exposure early and provide options and recommendations to Council.
- Coordinate escalation of unresolved issues and preserve Council's rights under the contract.

Governance, assurance and reporting

- Support establishment and operation of the Project Steering Committee, including terms of reference, agendas, papers, minutes, action tracking and decision records.
- Provide concise fortnightly status reporting covering schedule, budget, scope, quality, resources, decisions, risks, issues, changes, vendor performance and next-period priorities.
- Provide written reports to Council in line with the monthly Council meeting cycle.
- Prepare and deliver Councillor briefings at key decision points using plain language and clear traffic-light reporting.
- Maintain a perks realisation framework linked to service, process, reporting, control and efficiency outcomes.
- Provide independent challenge and assurance without duplicating Civica's project management function.

Change management and organisational readiness

- Lead a structured change program that addresses stakeholder impacts, role changes, readiness, communications, training, resistance and adoption.
- Complete a stakeholder and change impact assessment across finance, payroll, procurement, rates, assets, plant, stores, works, customer service, records, ICT and management.
- Establish a change champion or superuser network and define responsibilities for decisions, data, process design, testing, training and sign-off.
- Develop and implement communication, engagement, training and readiness plans, including targeted support for remote and operational staff.
- Measure readiness and adoption, intervene where gaps exist, and confirm post-go-live support arrangements.

Business process improvement

- Facilitate end-to-end review and redesign of priority processes, avoiding unnecessary replication of legacy practices.
- Use the needs and wants assessment as a baseline, validate mandatory go-live requirements, and establish controlled prioritisation of Phase 1 and later enhancements.
- Document agreed future-state processes,



controls, roles, delegations, workflows, hand-offs, exceptions and recordkeeping requirements.
- Ensure configuration decisions support efficient processes, appropriate segregation of duties, auditability and sustainable ownership.
- Maintain a process and requirements traceability matrix linking needs to configuration, testing, training and acceptance.

Reporting and management information

- Lead development of a reporting strategy that identifies statutory, management, operational, Council and community reporting requirements.
- Confirm priority reports and dashboards required at go-live, together with owners, definitions, data sources, frequency, audience and quality controls.
- Use the new ERP capabilities to improve budget monitoring, project and grant reporting, asset and plant visibility, procurement compliance, service performance and public accountability.
- Coordinate report design, validation, user training and sign-off, including access to prior-period and comparative information.
- Ensure the implementation creates reliable data definitions and avoids parallel manual reporting wherever practicable.

Data governance, cleansing and migration

- Establish the client-side data governance, migration and historical data strategy, including scope, ownership, retention, access and archival decisions.
- Coordinate the work of the Barcoo Shire and Civica teams to ensure data profiling, cleansing, deduplication, mapping, extraction, transformation, loading, reconciliation and exception resolution.
- Define data acceptance criteria and reconciliation tolerances for each data domain, including financial balances, payroll, suppliers, debtors, properties, rates, assets, plant, inventory, contracts and audit history.
- Require and review multiple trial migrations, reconciliation packs and sign-offs before production cutover.
- Confirm how historical records not migrated will remain accessible, secure and usable for statutory, audit and operational purposes.
- Maintain clear accountability between Council, Civica and third parties for data tasks and outcomes.

Testing, acceptance and quality management

- Develop the Council-side test and assurance strategy.
- Ensure test scenarios cover complete end-to-end business processes, exceptions, statutory outputs, integrations, controls and reporting, not only individual transactions.
- Coordinate Council business-user availability, UAT scenarios, test data, evidence, defect triage, retesting and exit reporting.
- Provide an independent, evidence-based recommendation on acceptance of each material deliverable and on go-live readiness.
- Ensure unresolved defects are visible, risk assessed, contractually managed and supported by approved treatment plans.

Business continuity, year-end and dual-system management

- Prepare a detailed continuity plan for critical Council services through implementation and cutover.
- Develop a protected-period plan for the 2026-27 financial statements, audit and associated statutory reporting, including clear change freezes and resource priorities where required.
- Develop and manage the 2027-28 dual-system operating strategy, including source-of-truth rules, transaction cut-off, reconciliation, comparative reporting, access, duplicate effort and decommissioning criteria.
- Coordinate fallback,



rollback, manual workaround and recovery arrangements and ensure these are rehearsed where appropriate.
- Proactively identify staff capacity conflicts and recommend sequencing, backfill or additional support.

Cutover, go-live and stabilisation

- Coordinate preparation and maintenance of the integrated cutover plan and go/no-go criteria, drawing together Council, Civica and specialist inputs.
- Coordinate onsite and remote delivery during rehearsals, final migration and Go-Live.
- Coordinate the operational-readiness assessment across people, process, data, technology, security, support, documentation and vendor obligations, and present the evidence, residual risks and recommendations to Council for decision.
- Monitor post-go-live performance, defects, reconciliations, adoption and benefits, and manage transition into business-as-usual support.
- Complete project closure, lessons learned, outstanding actions, benefits plan, document handover and records capture.

Essential Experience and / or Qualifications:

- Demonstrated leadership of client-side ERP or major enterprise system implementations of comparable risk and organisational impact.
- Demonstrated contract and commercial management experience, including deliverables, acceptance, milestones, variations, disputes, defects and vendor performance.
- Practical knowledge of systems relative to finance, payroll, rates, assets, procurement, reporting, audit and statutory obligations.
- Demonstrated organisational change management capability, including stakeholder analysis, communications, training, readiness and adoption.
- Demonstrated business process redesign and benefits realisation experience.
- Demonstrated data migration, data quality, reconciliation, historical data and cutover assurance experience.
- Demonstrated testing and acceptance management, including end-to-end UAT, defect triage and go-live readiness.
- Ability to work effectively with small, remote organisations and limited internal capacity.
- High-quality executive writing, facilitation, negotiation, judgement and issue escalation skills.
- Capacity to provide continuity of key personnel through critical project stages.

Takes full responsibility for the definition, documentation and successful completion of complex projects (typically with significant business, political, or high-profile impact, and high-risk dependencies). Adopts and adapts project management methods and tools, selecting appropriately from plan-driven/predictive approaches or more adaptive (iterative and agile) approaches. Ensures that effective project control, change control, risk management and testing processes are maintained.

Monitors and controls resources, revenue and capital costs against the project budget and manages expectations of all project stakeholders.
