Commercial Manager
About the Role The State Tolling Corporation (STC) is seeking a Commercial Manager to support commercial outcomes as we move through delivery and into operations for the North East Link one of Victoria’s most significant infrastructure projects.
This is an exciting opportunity to work on complex commercial matters in a major infrastructure environment, influence key commercial decisions, and help establish the commercial practices of a developing organisation.
The Commercial Team provides enterprise-wide support on the commercial, contractual and strategic dimensions of STC’s work. In this role, you will partner across STC, government, industry and specialist advisers to provide clear commercial analysis, practical advice and high-quality insights that support sound decision-making, protect value and manage risk.
You will also contribute to the development of fit-for-purpose commercial, contract management and governance practices as STC transitions from project delivery into operations.
Key Responsibilities:
- Provide practical advice on contractual issues, risk allocation, variations and supplier performance.
- Prepare high-quality briefing notes, commercial summaries, negotiation materials and presentation packs.
- Support commercial arrangements as they transition from procurement and negotiation through delivery and into operations.
- Help establish fit-for-purpose commercial, contract management and governance practices.
- Develop structured commercial analysis, advice and modelling outputs to support evidence-based and risk-informed decisions.
- Support the development of commercial positions, negotiation strategies and recommendations that balance value, risk, delivery and operational requirements.
- Contribute to enterprise-wide reporting on commercial, contractual and financial matters.
- Build trusted relationships across STC and with government,
industry participants, suppliers and specialist advisers.
- Coordinate workflows, consolidate inputs and prepare integrated advice to resolve commercial issues.
- Liaise with external commercial, financial, legal and transaction advisers to align deliverables with STC’s strategic objectives.
About You:

Qualifications & Professional Experience
Required:
- A relevant tertiary qualification in Law, Commerce, Business or a related field or discipline.
- Demonstrates high‑quality written material that supports executives, governance forums and project teams.
