Avanti Consultants is a Perth-based projects delivery consultancy. We continue to expand and branch out – and we want experienced people to grow with us. We are preparing to tender for Main Roads Western Australia's Provision of Contract Surveillance Services for Major Projects Panel, supporting projects delivered through OMTID and other Main Roads-authorised works. To deliver it, we are seeking experienced, site-based Contract Surveillance Officers with a strong Main Roads WA background.

About the Role

As a Contract Surveillance Officer, you will supplement Main Roads project teams across Western Australia's major transport infrastructure program, monitoring the delivery of works on Main Roads' behalf and reporting on contractor performance against the contract. The work is hands-on and varied, with a mix of site-based inspection, compliance monitoring and contract administration support. Engagements are fixed-term and project-based, and are subject to the outcome of the tender and the allocation of work under the panel.

There is potential for ongoing engagements across multiple projects for the right candidates.

Key Responsibilities

- Undertake contract surveillance and construction monitoring, confirming that the Contractor's works are delivered in accordance with the contract, specifications and drawings.
- Inspect and verify works, materials and workmanship, including witnessing hold and witness points and reviewing test results and quality records.
- Monitor the Contractor's compliance with quality management requirements,



including inspection and test plans, non-conformance reports and audit outcomes.
- Monitor Work Health and Safety and environmental compliance on site, raising issues and following up corrective actions through to close-out.
- Support contract administration, including review of contractor correspondence, variation and Extension of Time notices, progress claims and supporting records.
- Identify, record and report contractual, commercial, program, quality, safety and environmental risks, escalating matters requiring Main Roads' attention.
- Prepare explicit and accurate site records, inspection reports and surveillance reports, in the format and timeframes required by Main Roads.
- Liaise professionally with Main Roads representatives, Contractors, subcontractors and other stakeholders, maintaining an objective and fair approach at all times.

About You

- At least 10 years' experience working on Main Roads WA contracts, in a site-based surveillance, supervision, inspection or contract administration capacity.
- Qualification in civil engineering, construction management or a related discipline (or demonstrated equivalent experience).
- Sound working knowledge of Main Roads WA specifications, quality,



WHS and environmental requirements, and the ability to assess workmanship and materials against specification and drawings.
- Working knowledge of Main Roads contract documentation and administration processes, including variations, Extension of Time claims and progress payment claims.
- Experience on OMTID or other major Main Roads-authorised projects is advantageous, but not essential.
- Registration with Engineers Australia (or equivalent) is highly regarded.
- Strong written communication skills, with experience preparing inspection records, formal correspondence and reports.
- Ability to work independently and exercise sound judgement across multiple sites and projects.
- Current WA driver's licence and relevant site safety inductions (White Card).
