About the Commission The Australian Trade Remedies Commission is a best practice regulator and a leading international trade remedies authority. We exist to support the Australian economy by securing a level playing field for local industry by investigating and remedying unfair international trade practices including dumping, subsidies and import volume surges.

The Commission delivers against the Minister’s Statement of Expectations to ensure a more timely, effective and accessible trade remedies system, and to contribute to a Future Made in Australia.

The Commission is undergoing significant reform, including operating model improvements, legislative reform, capability uplift, and the establishment of a safeguards function.

Safeguards branch The safeguards function will undertake inquiries into import surges and their impact on Australian industry, using economic analysis, legal expertise and stakeholder engagement to support government decision-making. A safeguards mechanism is a trade remedy that allows a government to temporarily protect a domestic industry from a sudden surge in imports that is causing, or threatening to cause, serious injury to that industry.

The Safeguards Branch will be a multidisciplinary, nationally significant capability responsible for delivering Australia's trade remedies safeguards framework. The branch will play a key role in strengthening Australia's trade remedies architecture and advancing the Commission's vision to be a best-practice regulator and leading international trade remedies authority. The branch will also contribute to other investigation responsibilities as required to enable Commission to operate in an agile way.

Our ideal candidate

Assistant Director Economic and Industry Analysis EL1 - 12 months or ongoing (two roles)

Assistant Director Safeguards Data Analytics EL1 - 12 months or ongoing

- Experience with common data analytics software such as SQL, cloud data warehouses, excel, and programming languages such as python / R and libraries such as Pandas and NumPy.
- Experience preparing high-quality advice, reports and analytical products for senior stakeholders.
- Experience leading projects, initiatives or analytical work programs.
- Experience using data visualisation, reporting and analytical tools to generate insights.

Senior Officer Economic and Industry Analysis APS6 - 12 months or ongoing

Our ideal candidate will be a capable analyst who can apply sound judgement to economic and industry issues, work effectively under limited direction, and communicate insights clearly to a range of audiences.

The role will

- Lead economic, industry and market analysis activities supporting safeguards inquiry planning, pre-inquiry activities, capability development, assessments and associated activities.
- Provide expert advice on industry conditions, market developments, injury, causation and other matters relevant to safeguards inquiries.
- Develop and apply analytical methodologies and frameworks that support safeguards planning and robust, evidence-based decision-making.
- Manage complex analytical projects and deliver high-quality outcomes within legislative timeframes.
- Identify emerging trends, risks and issues affecting Australian industries and international trade.
- Build, plan, manage and contribute to organisational capability, innovation and continuous improvement across the safeguards function.

The role will lead data analytics activities that support evidence-based inquiry outcomes, market monitoring and the identification of emerging risks and trends affecting Australian industry.

The role is responsible for developing analytical methodologies, managing complex datasets, and delivering high-quality insights that support safeguards inquiries, operational activities and policy development.

The role will

- Lead data analytics and quantitative assessment activities supporting safeguards operations and inquiries.
- Deliver high-quality economic, trade and industry analysis to inform decision-making.
- Develop and maintain analytical frameworks, methodologies and reporting tools.

- Work collaboratively with economists, investigators, policy officers, legal officers and stakeholders to support inquiry outcomes.

Senior Officer Economic and Industry Analysis APS6 - 12 months or ongoing The Senior Officer Economic and Industry Analysis is a specialist analytical role that supports the Australian Trade Remedies Commission's safeguards function. Working under limited direction, the role undertakes economic and industry analysis to support safeguards assessments, inquiries, operational readiness and evidence-based decision-making.

The role conducts analytical work examining market conditions, industry performance, import trends and the impact of international trade on Australian industries. The work is in support of inquiry recommendations, advice and operational outcomes.

The role is responsible for delivering high-quality economic and industry analysis, applying analytical frameworks and methodologies, and providing specialist advice to support safeguards inquiries and related operational activities.

The role will

- Undertake economic, industry and market analysis supporting safeguards inquiries, assessments and monitoring activities.
- Provide specialist advice on industry conditions, market developments, injury, causation and other matters relevant to safeguards inquiries.
- Apply and contribute to the development of analytical methodologies and frameworks that support robust, evidence-based decision-making.
- Coordinate analytical work packages and manage competing priorities to deliver quality outcomes within agreed timeframes.

Key duties

- Undertake and coordinate economic, industry and market analysis to support safeguards inquiries, assessments and associated activities.
- Analyse industry performance, import trends, market conditions and other economic indicators relevant to safeguards matters.

- Prepare high-quality reports, briefs, recommendations and specialist advice for inquiry teams, senior executives and decision-makers.

When there is no Safeguards inquiry in progress, the roles will be utilised in other types of investigations To be eligible for employment in the APS and the department, candidates must be Australian Citizens.

Positions require a Baseline security clearance and successful candidates will be required to obtain and maintain a clearance at this level.
