The E&S; Officer supports FTB in the gradual implementation of its Environmental and Social Management System (ESMS). The role will focus on building practical processes, assisting relevant teams, screening priority transactions, maintaining basic records, and promoting awareness of E&S; requirements. The role is intended to be supportive and capacity-building. The scope may be expanded as FTB’s ESMS capacity and portfolio needs develop.

Main Duties

- Support the rollout of FTB’s approved E&S; policy, procedures, exclusion list, and screening tools.
- Assist relevant departments in understanding how E&S; requirements apply within the existing credit process.
- Keep working templates and checklists reasonably updated and propose practical improvements based on experience.
- Inform the supervisor of major implementation gaps or recurring challenges.
- Assist Relationship Managers and Risk Management in screening applicable loans against FTB’s exclusion list and basic E&S; criteria.
- Propose an E&S; risk category using FTB’s approved methodology and available client information.
- Focus additional review on higher-risk (Category A and B) or sensitive transactions.
- Review client documents and public or internal information relevant to the identified E&S; risks.
- Prepare a short E&S; assessment or comments for applicable credit proposals.
- Request additional information through RM when material information is missing.
- Join site visit to understand client’s risk, size, complexity, an incident, and collect documentation.
- Where gaps are identified, help prepare a practical E&S; action plan according to the risk identified.
- Coordinate with the Relationship Manager and relevant control functions to reflect key actions in monitoring requirements, where appropriate.




- Follow up on priority actions and report material delays or non-compliance to the supervisor.
- Support clients and internal teams with practical clarification.
- Maintain register of screened transactions, risk categories, key issues, action plans, site visits, and material incidents.
- Monitor higher-risk cases and overdue priority actions based on an agreed schedule.
- Undertake site visits when requested or when risk indicators justify further review.
- Escalate significant incidents or repeated non-compliance promptly.
- Provide practical guidance to RM and other relevant staff on use of E&S; forms and procedures.
- Support short awareness sessions, briefings, or on-the-job coaching.
- Prepare simplified guidance notes or examples when recurring questions arise.
- Keep informed of key Cambodian regulatory developments and relevant lender requirements.
- Provide a concise implementation update to the supervisor when requested.
- Contribute to required E&S; reporting using available and reasonably verifiable information.
- Immediately report serious incidents, potential exclusion-list cases, or material reputational concerns through the approved escalation channel.
- Support practical internal initiatives such as paper reduction, energy and water saving, waste management, and staff awareness.
- Help collect available internal environmental data.
- Coordinate with relevant departments on sustainability activities approved by management.

Skills/ Experiences





- A bachelor’s or master degree in environmental studies, social science, sustainable development, engineering, economics, or another relevant field.
- Relevant exposure to banking, financial services, development projects, consulting, compliance, risk, or sustainability is preferred.
- One to two years of relevant experience is preferred; motivated candidates with strong transferable skills and relevant training may also be considered.
- Knowledge of Cambodian environmental, labor, health and safety, land, or social requirements.
- Familiarity with E&S; risk management in lending is an advantage but not mandatory.
- Ability to review documents, prepare concise written comments, maintain records, and communicate with internal teams and clients.
- Working proficiency in Microsoft Word, Excel, and PowerPoint.
- Valuable written and spoken Khmer and working English. Women are strongly encouraged to apply
