Multiple opportunities are available for experienced Business Analysts / Technical Writers to support a major Federal Government modernisation and business transformation program.
These roles are well suited to professionals who can work comfortably across business analysis, stakeholder engagement, data and integration requirements, process improvement and technical documentation.
The opportunity
The program is focused on modernising data, information management, integration, reporting and digital services, including the transformation of legacy data and analytics environments into modern Azure-aligned platforms.
You will work across a multidisciplinary workplace involving business stakeholders, scientists, environmental specialists, GIS practitioners, architects, developers, testers, data engineers and delivery teams.
The role combines traditional business analysis with strong technical writing capability, making it particularly suited to candidates who can both analyse complex requirements and communicate them clearly.
Key responsibilities
You will:
- Elicit, analyse, validate, prioritise and document business, data, integration, reporting, information and system requirements.
- Facilitate workshops, interviews and stakeholder consultations to clarify requirements, resolve ambiguity and build consensus.
- Translate complex business, scientific and technical needs into clear and actionable documentation.
- Develop artefacts including:
- Business requirements
- User stories
- Business rules
- Process models
- Data definitions
- Functional and non-functional specifications
- Acceptance criteria
- Requirements traceability documentation
- Analyse and document current-state and future-state processes, systems, workflows, integrations and information flows.
- Support analysis of environmental, geospatial and carbon accounting datasets and associated reporting requirements.
- Develop process models, conceptual and logical data models, data mappings and information architecture artefacts.
- Analyse requirements relating to data governance, quality, storage, retention, archiving, metadata, lineage, auditability and reproducibility.
- Document validation, quality assurance and quality control processes.
- Analyse integration requirements across data platforms, geospatial systems, APIs, analytics environments and external data sources.
- Support modern cloud data and analytics initiatives involving platforms such as Azure Databricks, Unity Catalog and Delta Lake.
- Work with architects, developers, testers, data engineers, GIS specialists and business stakeholders to support future-state design and implementation.
- Assess business, operational and technical impacts of proposed change.
- Identify risks, constraints, dependencies and opportunities across projects and initiatives.
- Support requirements prioritisation, testing, business validation, user acceptance and operational readiness.
- Prepare recommendations, business cases, briefing papers and governance materials.
- Act as a key liaison between business, scientific and technical stakeholders.
Technical writing responsibilities
A significant component of the role will involve producing and maintaining high-quality business and technical documentation.
You will develop documentation including:
- Business Requirements Documents
- Functional and non-functional specifications
- Integration and interface documentation
- Process maps and workflow documentation
- Standard operating procedures
- User guides
- Knowledge base articles
- Governance and approval documentation
- Briefing papers and executive summaries
- Reports and presentations
You will also:
- Translate complex technical and data concepts into clear, concise and audience-appropriate language.
- Ensure consistency of messaging across project and program documentation.
- Maintain documentation repositories and version control practices.
- Ensure documentation remains current, accurate and accessible.
- Support audit, compliance and information management requirements.
- Document program dependencies, decisions,
integration requirements and delivery outcomes.
- Work closely with subject matter experts to ensure technical documentation accurately reflects both implemented and future-state solutions.
What we're looking for
You will be an experienced Business Analyst, Technical Writer or hybrid BA / documentation specialist with the ability to work across complex business and technology environments.
You will ideally bring:
- Strong business analysis experience across complex transformation or technology programs.
- Demonstrated experience gathering, analysing and documenting detailed business and technical requirements.
- Strong workshop facilitation and stakeholder engagement skills.
- Experience developing clear requirements artefacts, process models, user stories and specifications.
- Experience working with data, integration, reporting or information management initiatives.
- Strong technical writing capability.
- The ability to translate technical concepts for non-technical audiences.
- Experience producing governance, executive and project documentation.
- Strong attention to detail and documentation discipline.
- Experience working with multidisciplinary technical and business teams.

Contract details
- Role: Multiple Business Analysts / Technical Writers
- Level: APS6 equivalent
- Contract: 12 months
- Extensions: Up to 2 x 12-month potential extensions
- Security: Must be able to obtain an Australian Government Baseline security clearance
