Purpose of the role:
Provide leadership and tactical direction for the W3 | MRI program, project, work package or enterprise function, ensuring that approved outcomes are achieved safely and in the public interest. The appointee will establish clarity of direction, mobilise capable teams and specialist support, manage complex interfaces and risk, and provide trusted advice and assurance to program leadership and governance forums.

Potential areas of assignment:

- Program Management Unit leadership, including governance and assurance, commercial and compliance, client-side outcomes, program controls, interfaces and integration.
- Civil Infrastructure Program leadership, including client-side delivery, work package development, technical and engineering integration, early works, property, environment, sustainability and cultural heritage.
- Alliance Owner Participant or project director responsibilities, including owner inputs, governance, delegated decisions, approvals, escalation, assurance and protection of TMR’s public-interest obligations.
- Fleet, Operations and Maintenance leadership, including delivery, operational readiness, depot, systems, vehicles, asset management, customer and operational integration.
- Specialist senior leadership across commercial, contracts, procurement, stakeholder, government, community, communications, social outcomes, safety, risk, schedule, cost, change, information management or other critical program functions.

Key responsibilities:

- Lead the planning, development, procurement, delivery, integration or operational readiness of an allocated program function, project or work package.
- Translate program objectives into clear priorities, accountabilities, delivery plans and measurable outcomes.
- Lead and develop multidisciplinary teams and coordinate internal specialists, advisors, delivery partners, consultants and contractors.
- Monitor and report performance against approved scope, time, cost, quality, safety, risk, sustainability, stakeholder and service outcomes.
- Provide strategic, commercial,



technical and delivery advice to senior leaders and governance bodies, supported by clear evidence and recommendations.
- Make timely, ethical and courageous decisions within delegated authority, and escalate material issues with practical options and a recommended course of action.
- Manage complex interfaces across projects, contracts, operational stakeholders, government agencies, local government, communities and delivery partners.
- Identify, investigate and resolve complex delivery, engineering, commercial, organisational or stakeholder issues to improve performance and value for money.
- Establish fit-for-purpose governance, assurance, controls, reporting and decision pathways appropriate to the assigned role.
- Build a collaborative, inclusive and accountable culture with a strong focus on safety, wellbeing, integrity, respect, learning and delivery.
- Represent TMR in negotiations, governance forums and stakeholder engagements, and act as an authorised representative where formally delegated.
- Adapt the role focus as program priorities evolve, including mobilisation, recovery, transition, handover and capability-uplift activities.

Core Capabilities:

- Senior leadership experience across major projects or programs, with accountability for outcomes, people, risk and stakeholder confidence.
- Strong command of project, program, commercial and contract management principles, including experience with collaborative or complex delivery models where relevant.
- Ability to rapidly understand context, identify root causes, integrate diverse evidence and convert ambiguity into practical direction and decisions.
- Demonstrated judgement,



integrity and resilience in high-pressure environments with multiple accountabilities and competing priorities.
- High-level communication, influencing and negotiation skills, including the ability to explain complex matters clearly to executive, technical, commercial, political and community audiences.
- A collaborative leadership style that builds productive relationships across organisational and contractual boundaries while maintaining transparent owner accountability.
- Capability to establish high-performing teams, clarify roles, deploy resources effectively, and create a safe and inclusive workplace.
