The Tenancy Manager will manage ACF’s tenancy portfolio, ensuring strong occupancy, sustainable revenue, legislative compliance, and positive tenant relationships. The role leads the Tenancy team and oversees leasing, property coordination, tenant engagement, financial performance, reporting and tenancy systems. Working within delegated authority, the position makes day-to-day tenancy decisions and provides advice and recommendations on complex or strategic matters.

Reporting:

The position reports to the Manager Visitor Services and Placemaking.

Internal and external relationships:

This role works closely with all functions of the organisation. This role will also liaise with a range of external stakeholders.

Key Responsibilities

Portfolio Management - Property Management, Maintenance and Compliance

Develop and implement strategies to optimise ACF's tenancy portfolio, revenue performance and long-term sustainability.

Lead tenant selection and approve recommendations arising from EOI processes in accordance with ACF strategy and delegated authority.

Lead lease negotiations, renewals, options and rent reviews.

Oversee inspections, maintenance, inductions and vacating processes, resolving escalated matters and approving exit and bond outcomes within delegation.

Ensure tenancy activities comply with applicable legislation, lease obligations and ACF requirements, obtaining legal advice where required.

Partner with internal stakeholders to ensure maintenance, compliance, and property standards align with business objectives.

Manage and provide regular reporting on maintenance, compliance, budgets, contractor performance and property condition.

Contribute to tenancy/infrastructure-related capital works and site improvements, including identifying funding and partnership opportunities aligned with organisational and heritage priorities.

Tenant Engagement

Develop and foster collaborative relationships with tenants and set priorities for tenant engagement and communication.

Oversee tenant enquiries, requests and complaints, directly managing complex, sensitive, unresolved or high-risk matters.

Approve tenant communications concerning operational changes, events, facility updates and capital works.

Lead tenant engagement initiatives including social activities, programs, events, and forums, including providing support to tenant-led activities.

Lead the delivery of annual tenant surveys and development of actions to address outcomes.

Team Management and Collaboration

Lead the Tenancy team by setting priorities, allocating work and monitoring performance.

Provide guidance and oversight, ensure significant matters are escalated appropriately, and collaborate across ACF to achieve tenancy and organisational priorities.

Finance

Lead and approve the monthly rent roll, working with Finance to ensure accurate invoicing and collection of rent, outgoings and security deposits.

Manage tenant arrears and approve recovery actions or payment arrangements within delegated authority.

Support in development and management of the tenancy budget,



rent reviews, forecasts and financial reporting.

Reporting, Statistics and Tenancy Systems

Monitor and report on tenancy KPIs, compliance requirements and portfolio trends.

Analyse and approve tenancy reports and provide advice and recommendations to management, Board and relevant committees.

Oversee governance and data integrity of the tenancy database and lead material system or reporting improvements.

Administration & General

Review and approve tenancy and lease documentation before execution or formal issue, where required.

Develop and improve internal processes, systems and operational frameworks supporting lease and tenancy management.

Liaise with ACF’s legal advisers on complex leases, legal risks and compliance with the Retail Leases Act.

Ensure tenancy meetings and forums are appropriately planned, documented and actions followed up.

Prepare and deliver presentations at tenant meetings, engagement forums and other relevant events, as required.

Undertake other duties directed by your manager.

Sound knowledge of commercial leasing, tenant management and relevant legislation, including the Retail Leases Act.

Ability to interpret and communicate lease obligations, contractual requirements, policies and site procedures.

Understanding of property maintenance, workplace health and safety, risk and operational compliance.

QUALIFICATIONS AND EXPERIENCE

Relevant tertiary qualification in property, real estate, business, facilities management or a related discipline.

Minimum 3 to 5 years’ experience in commercial or retail tenancy, property or precinct management.

Demonstrated experience managing a tenancy portfolio, including tenant selection, lease negotiations, renewals, rent reviews, arrears, compliance and occupancy performance.

Sound working knowledge of commercial leasing requirements and relevant legislation, including the Retail Leases Act.





Demonstrated experience leading a small team and managing complex tenant and stakeholder relationships.

Experience working with legal advisers, contractors and internal stakeholders on property, maintenance and compliance matters.

Proficiency in tenancy or property management systems and Microsoft Office.

Experience in a heritage, arts, cultural, community or multi-use precinct environment is desirable.

Current Working with Children Check, or willingness to obtain one.

Key Selection Criteria

Tenancy and Portfolio Management: Demonstrated experience managing tenancy portfolio, including EOI processes, tenant selection, occupancy planning, lease negotiations, renewals, rent reviews and compliance.

Tenant and Stakeholder Engagement : Proven ability to build positive community relationships with diverse tenants, artists, creative practitioners and internal and external stakeholders, while maintaining clear professional boundaries and balancing tenant needs with organisational priorities.

Financial Management and Reporting: Demonstrated financial and administrative capability, including managing rent rolls, arrears, security deposits, budgets, forecasts, occupancy performance and accurate tenancy reporting and systems.

Leadership and Complex Issue Resolution : Proven ability to lead a small team, set priorities and resolve complex, sensitive or high-risk tenancy matters, disputes and complaints aligning with the organisation’s policies, lease obligations and tenant rights.

Property, Safety and Legislative Compliance: Sound knowledge of commercial leasing, property maintenance and occupational health and safety requirements, with the ability to identify and manage compliance risks in a creative or multi-use precinct environment.

Conditions

This is a full-time, permanent position (1 FTE). A six-month probation applies.

This role has a salary package of circa $90,000 per annum plus superannuation.

The Amusement, Events and Recreation Award (MA ) is applicable.
