ICT Project Change Analyst
12-month contract + 12-month extension option
Melbourne, Sydney, Brisbane, or Canberra
Hybrid by negotiation (1-3 days in office or by neg).

A major Federal Government agency is seeking an experienced APS6-level Change Analyst to support change across complex software development and ICT initiatives. Working alongside one or more EL1 Change Managers, you will help develop and deliver change strategies, assess organisational impacts, engage stakeholders and support leaders and employees through successful change adoption.

This is a large, complex, nationally distributed workforce with multiple multi-year transformation initiatives in play including digital engagement, mobiles and online transformation, data lakes and data transformation, cyber security, fraud and identity, complex ERP and business systems (SAP uplift), as well as ongoing enhancements to back-of house and front-line applications resulting from legislative and operating model change. As a Change Analyst you could be supporting a Change Manager across one or more of these initiatives with stakeholders in the Strategic Change Branch, Strategic Communications, ICT, Transformation and Capability to name a few.

The Role

- Support the planning, delivery, and evaluation of change management activities across complex large ICT programs.
- Conduct detailed change impact assessments and identify dependencies, overlaps and gaps.
- Develop practical strategies to manage change impacts and mitigate stakeholder resistance.
- Build strong relationships with senior leaders, ICT delivery teams, communications specialists, business areas and external stakeholders.




- Support the design and delivery of training and capability-development activities.
- Equip people leaders with the information and tools required to act as effective change champions.
- Monitor change readiness, adoption and continuous improvement opportunities.
- Identify and elevate communication, media, marketing and reputational risks.
- Deliver assigned change outcomes according to agreed schedules, budgets and organisational objectives.

About You

- Proven experience delivering organisational change within software development, technology or ICT programs.
- Experience planning, executing and evaluating change management activities.
- Demonstrated experience designing and delivering training programs that support change adoption.
- Familiarity with established change methodologies such as PROSCI or ADKAR.
- An understanding of software development processes and the ability to communicate effectively with technical teams.
- Strong change impact assessment, analytical and problem-solving capabilities.
- Excellent stakeholder engagement skills across senior management, project teams and end users.
- Strong written and verbal communication skills, with the ability to explain complex information clearly.
- Excellent planning, organisation and time-management skills.
- You will have worked as a Change Analyst or junior Change Manager in nationally distributed large and complex corporates or federal/state government within complex ICT programs.

Nice to Have

- Prosci, Certified Change Management Qualified (CCMP) or Agile change certification.
- Experience working within Agile delivery environments.
- Familiarity with Scrum or Kanban.
- Experience within federal government
