Chief Executive (AFSA) and Inspector-General in Bankruptcy

The Australian Government is seeking applications from suitably qualified persons for appointment as Chief Executive of the Australian Financial Security Authority (AFSA) and Inspector-General in Bankruptcy. The successful applicant will be appointed separately to each office.

AFSA administers Australia's personal insolvency system and personal property securities framework. This includes delivering personal insolvency services, regulating registered trustees and debt agreement administrators, operating the Personal Property Securities Register, and managing property under Commonwealth legislation.

As agency head, the Chief Executive is responsible for AFSA's strategic direction, regulatory effectiveness, delivery of high-quality services, and organisational performance and resources. The Inspector-General in Bankruptcy is responsible for the general administration of the Bankruptcy Act 1966, including regulatory, review and investigative functions.

The successful applicant will demonstrate the capacity to manage complex operations and lead in a complex regulatory environment; work constructively with others to meet objectives; exercise a high level of judgement; communicate effectively with diverse audiences; and uphold and promote high standards of qualified and personal integrity.

Knowledge of Australian personal insolvency and personal property securities legislation and policy is required. Experience in insolvency law and practice, financial or regulatory systems, public administration and governance, economic or financial policy, legal or administrative decision-making, or stakeholder engagement would be highly regarded.

The appointment is full-time for an initial term of up to five years. The location may be any major capital city where AFSA has an office, subject to agreement. The total remuneration package is currently $564,950 per year, with terms and conditions determined by the Remuneration Tribunal.

The Commonwealth Treasury began operations in Melbourne in January 1901, the smallest of the seven Commonwealth departments established with Federation. The original five members of the department were bookkeepers.

Over time, the department was required to establish policy in areas such as public service pay and conditions, bank notes, the taxation system including land and income tax, pensions and other welfare payments, postage stamps and the collection of statistics.

Today, as a central policy agency, the Treasury is expected to anticipate and analyse policy issues with a whole-of-economy perspective, understand government and stakeholder circumstances, and respond rapidly to changing events and directions.

The Treasury is engaged in a range of issues from macroeconomic policy settings to microeconomic reform, climate change to social policy, as well as tax policy and international agreements and forums.

The Treasury also has a program delivery role in supporting markets and business, and providing Commonwealth payments to the State and Territory governments.
