Technical Product Owner — Government Integration Project
12-month fixed term contract | South Melbourne | Hybrid working

The opportunity
MOHR is looking for a technically fluent Product Owner to support a complex federal government integration project.
You'll act as the critical link between government stakeholders, internal Product teams and Engineering, maintaining continuity across separate business and technical conversations and ensuring complex requirements aren't lost in translation.
This isn't a high-level, roadmap-only Product Manager position.
It's a hands-on delivery role requiring strong attention to detail, technical curiosity and end-to-end ownership.
You'll take complicated and sometimes changing requirements, understand how they affect multiple connected systems, and turn them into explicit, testable work that Engineering can confidently implement.

If requirements, data flows or integrations aren't understood correctly, the entire user journey can be affected.
You'll play a central role in ensuring:
Business and technical stakeholders remain aligned
Decisions are documented and carried between different working groups
APIs and integrations meet the intended requirements
Engineering receives clear, delivery-ready work
Edge cases and dependencies are identified before development
The delivered solution works correctly through QA, UAT and release
The work involves sensitive occupational-health data, complex stakeholder relationships and a project with genuine national significance.
What you'll be doing
Act as the bridge between government stakeholders, internal Product teams and Engineering
Participate in business, technical and integration workshops
Understand and document APIs, system interactions and end-to-end data flows
Translate complex requirements into clear epics, user stories and acceptance criteria
Identify gaps, assumptions, dependencies, edge cases and failure scenarios
Maintain traceability between stakeholder requirements, technical decisions and delivered functionality
Manage changing or conflicting requirements and assess their wider impact
Prepare and refine the backlog so work is ready before entering development
Support engineers throughout delivery by providing timely clarification and decisions
Work closely with QA to define test scenarios and validate acceptance criteria
Participate in integration testing, UAT and release validation
Investigate whether reported issues are defects, missed requirements, scope changes or misunderstandings
Communicate technical concepts clearly to non-technical stakeholders
Ensure decisions, actions and requirements remain accurate across a long-running government program
What we're looking for
You'll be an experienced Product Owner, Technical Business Analyst or systems professional who is comfortable operating between business and technology.
Experience owning complex software requirements through the full delivery lifecycle
Strong technical understanding of APIs, integrations and data flows
The ability to follow and contribute meaningfully to technical conversations
Experience translating ambiguity into implementable, testable requirements
Strong user-story and acceptance-criteria capability
Excellent stakeholder management across technical and non-technical audiences
Confidence identifying contradictions and challenging unclear requirements
Experience maintaining decision logs, traceability and documentation
Strong attention to detail and a structured approach to problem-solving
Experience supporting Engineering, QA and stakeholders through testing and release
The autonomy and judgement to keep delivery moving without constant direction
The patience and adaptability required for a government program where requirements and timelines may change
You don't need to be a software engineer, but you must be able to understand how systems communicate, ask credible technical questions and explain complex integrations clearly.
Nice to have
Previous federal or state government project experience
Existing Baseline security clearance
A background in software engineering, systems analysis or technical business analysis
Experience using Postman or similar API-testing tools
Familiarity with Swagger, OpenAPI specifications, JSON payloads and HTTP response codes
SQL or data-investigation capability
Experience with integration, system or user-acceptance testing
Healthcare, health-tech or sensitive-data experience
Experience working across large, multi-system programs
Knowledge of government governance, assurance and documentation requirements
