Duty Statement The Urban District Officer (DO) Capes is an operational position based in Manjimup, located 292 kms SE of Perth. The DFES Lower South West Region encompasses 7 Local Government areas, with the DO Capes position covering the area of responsibility for the City of Busselton and Shires of Nannup and Augusta Margaret River with direct supervision of the

Area Officer (AO) Geographe and AO Leeuwin positions and the Rosa Brook and Wallcliffe VFES Units. DO Capes supports the achievement of regional outcomes, as well as working in an advisory capacity for Local Government stakeholders and volunteers in policy, financial, operational matters and also provides training and assessment to emergency service volunteers. Responsibilities include the efficient and effective management of the human, physical, financial and information resources to achieve the prevention, preparedness, response and recovery outcomes to aid and benefit the community of WA.

Relevant and current Fire Service experience and personal qualities to lead operational response activities and perform functional roles within an IMT. High-level understanding of Emergency Management legislation and DFES policy to enable the provision of sound legislative and policy advice at a regional level. The ability to develop effective relationships with stakeholders and partner agencies within the DFES emergency management environment Leadership Behaviors are applicable to this role, and you are expected to demonstrate the relevant behaviors aligned to the context of Leading

Others. Additional details on expected behaviors are attached. Prerequisites Successful applicants must have the following prerequisites: Must be a substantive District Officer (Urban) or completed DODP (Urban) or in the current District Officer Development Program (Urban) 2026.

Evidence of a current unrestricted C Class Western Australian driver's license (as a minimum) which must remain valid for the duration of employment. Certificate III in Public Safety (Firefighting and Emergency Operations) Accredited Level 1 Incident Controller or Endorsed DFES Level 1 Incident Controller in hazards relevant to urban fire and rescue. You will be required to provide evidence of the above during your assessment.

As a key member of the Lower South West Leadership Team, applicants should be aware that this position is required to be based in Manjimup.

To effectively support regional operations and provide leadership oversight of the Regional Operations Centre, the successful applicant will be expected to reside within 50 kilometres of the Manjimup Regional Office. This requirement ensures the Officer can maintain a strong operational presence, respond to emerging issues in a timely manner and effectively contribute to regional leadership and emergency management responsibilities. Please note that in accordance with

General Circular 61/2013, motor vehicle allowance will not be paid for employees who come off rostered shift work for periods over one set of shifts. Transferring to this position may result in a change of: Your annual leave dates or group. Your annual leave entitlements associated with

Non-Rostered Shift Work. There are to be no standby commitments for the period of the appointment.
