About the National Health Funding Body
The Administrator of the National Health Funding Pool (the Administrator) and the National Health Funding Body (NHFB) were established through the Council of Australian Government’s National Health Reform Agreement (NHRA) of August 2011. NHFB is a small, high-performing agency based in Canberra.
The primary functions of the NHFB are to assist the Administrator in:
§ calculating and advising the Commonwealth Treasurer of the Commonwealth’s contribution to public hospital funding in each State and Territory ($30 billion in 2024-25)
§ reconciling estimated and actual public hospital services, and adjusting Commonwealth payments (over 46 million activities in 2024-25)
§ undertaking funding integrity analysis to identify public hospital services that potentially received funding through other Commonwealth programs
§ monitoring payments of Commonwealth, State and Territory public hospital funding into the National Health Funding Pool (the Pool)
§ making payments from the Pool to each LHN
§ reporting publicly on funding, payments and services
§ developing and providing three-year data plans to the Commonwealth, States and Territories
§ supporting additional funding streams to be transacted through the Pool.
About the role
The National Health Funding Body (NHFB) has an APS Level 6 (APS6) employment opportunity available for an appropriately qualified system administrator support officer, to undertake a range of support functions to help deliver transparent and efficient administration of Commonwealth, State and Territory funding of the Australian public hospital system.
The key duties of the position include:
Under the guidance of the Assistant Director of Finance, System Administrator (EL1), the role of the System Support and Reporting Officer is to:
§ Support Payments System maintenance and operations, including monitoring system jobs, user interfaces and workflows, maintaining the NHFB Configuration Document, and supporting the rollout of TechnologyOne software releases and the annual system rollover
§ Assist with governance documentation and assurance reviews, including annual review of Payments System governance documents (Payments System Policy, System Security Plan, Internal Controls Framework, Security Risk Management Plan, Business Continuity Plan, Incident Response Plan and Disaster Recovery Plan) and quarterly user access reviews
§ Deliver user training, help desk support and the quarterly Payments System Community of Practice for NHFB and jurisdiction users, including on-boarding and induction of new users
§ Contribute to transparency reporting and data quality, including monthly and annual reporting to the publichospitalfunding.gov.au website and supporting preparation of Annual Report datasets and the Administrator's Statutory Disclosures
§ Provide stakeholder support and contract administration assistance for key Payments System partners, including TechnologyOne, the Level 2 Configuration Support contractor, and State and Territory Payments System users

Selection Criteria
NHFB will assess applications against the APS Integrated Leadership System at the APS6 level, your demonstrated ability to perform the duties of the position, and your potential contribution to your section and broader NHFB.
The successful candidates will have strong technical and analytical skills, sound understanding of government processes, and the communication skills to translate complex data and analysis for both technical and non-technical audiences.
Essential
§ Demonstrated experience in systems administration, IT support, or a related technical or operational discipline, including maintaining documentation and supporting operational processes.
§ Experience providing customer or user support services, including responding to queries, troubleshooting issues, and developing training or guidance materials for diverse audiences.
§ Strong attention to detail and accuracy, with demonstrated experience in quality assurance, data validation, or governance documentation activities.
§ Well-developed written and verbal communication skills, including the ability to prepare clear technical documentation, user manuals, and correspondence for a range of internal and external audiences.
§ Demonstrated ability to manage competing priorities, work independently on assigned tasks, and escalate issues appropriately within the APS6 level of responsibility.
§ Commitment to the APS Values, Code of Conduct, and the NHFB’s United Leadership behaviours.
Desirable
§ Experience with TechnologyOne ERP software or a comparable enterprise-level financial or payments system.
§ Understanding of the Australian public hospital funding framework, the National Health Reform Agreement, and the role of the Administrator of the National Health Funding Pool.
§ Knowledge of relevant Commonwealth frameworks including the PGPA Act, Commonwealth Financial Framework, Protective Security Policy Framework (PSPF), or the Information Security Manual (ISM).
§ Experience with data analytics, reporting tools, or dashboard development within a government or financial services context.
