About the Project

Land Command, Control, Communications and Computers Integration System Program Office (LC4 Int SPO) is seeking a suitably qualified and experienced Commercial Manager to operate as an embedded member of the Platform Integrated Electronic Systems (Plat-IES) team.

The Plat-IES team, within LC4S Branch, is responsible for the provision of Integration as a Service (IaaS). IaaS is a method of planning, designing and delivering electronic system projects and products as a holistic capability design.

Platforms supported by Plat-IES include Army's Protected Mobility Vehicles, Littoral Manoeuvre platforms and specialist ships supporting the Hydrographic Systems Program Office.

Working with Government, Capability Managers and Industry partners, key priorities for the SPO include integration, work take-on and testing capability. The enterprise comprises various capabilities required for the provision of Command, Control, Communications, Computers and Intelligence (C4I) to stakeholders and is procured and sustained through a number of different agreements.

The Commercial Manager will report to the Program Director within Plat-IES and work collaboratively with project management, engineering and military personnel, as well as internal and external stakeholders.

About the Role

The Commercial Manager will be responsible for managing procurement activities required to support the delivery of Plat-IES projects.

The successful candidate will exercise a considerable degree of independence in managing procurements in accordance with the Defence Procurement Manual and providing specialist advice relating to procurement methodologies, contracting options and tender development.

The role will also provide procurement evaluation support, undertake liability risk analysis and deliver post-execution contract management services.

The Commercial Manager will exercise sound judgement and decision-making to contribute to capability delivery in line with stakeholder requirements and support strategic planning, project planning, activity coordination and stakeholder engagement.

Key Responsibilities

The Commercial Manager's responsibilities may include:

- Design and develop appropriate procurement methodologies,



contracting options and commercial arrangements that optimise value for money, mitigate risk, reduce tendering costs and minimise through-contract cost of ownership.
- Develop tender documentation and lead or support Defence tendering activities.
- Provide expert commercial and procurement advice to Defence throughout procurement activities.
- Provide training and education to Defence personnel regarding procurement methodologies, contracting options and tender development.
- Analyse capability requirements and develop appropriate tender evaluation criteria.
- Develop fit-for-purpose evaluation methodologies, tools and systems.
- Train evaluators and lead or support tender evaluation activities.
- Develop evaluation reports and provide specialist advice throughout the evaluation process.
- Conduct or facilitate contractual liability workshops to determine appropriate allocation of contractual risk.
- Analyse which party is best placed to manage individual contractual risks and develop appropriate contractual strategies and terms.
- Develop and operate contract management systems, processes and tools.
- Monitor contractual communications, performance and financial status.
- Manage and track contract variations, change proposals, intellectual property, claims, warranties, liquidated damages, defects, liabilities, securities and other relevant contractual matters.
- Support strategic planning, project planning and coordination across multidisciplinary Defence teams.
- Work collaboratively with project management, engineering, military and industry stakeholders.

Experience and Skills Sought

The successful candidate will demonstrate:

- Specialist commercial advice across requirements definition, planning, monitoring and control of commercial activities throughout the capability lifecycle.




- Ability to solve complex commercial problems and manage issues affecting capability delivery.
- Understanding of the relationship between technical, operational and logistical requirements and commercial frameworks.
- Strong stakeholder engagement and communication skills across Defence and industry.
- Ability to establish and maintain effective business relationships.
- Ability to evaluate procurements and ensure compliance with legislative, policy and regulatory frameworks.
- Ability to analyse, develop and implement work plans supporting the delivery of outcomes.
- Understanding of critical success factors and ability to recommend changes where required.
- Thorough understanding of the military and operational environment and Defence capability acquisition requirements.
- Ability to work in accordance with relevant Australian and international standards, regulations and Defence requirements.

Essential Experience and Qualifications

- Relevant tertiary qualifications and/or relevant industry or domain experience.
- Detailed procurement methodology and contracting experience across Government and private organisations.
- Direct experience conducting procurement activities and designing contracts.
- Strong understanding of the Defence Procurement Policy Manual (DPPM), Commonwealth Procurement Rules (CPRs) and associated guidance.
- Strong working knowledge and experience with the ASDEFCON suite of tendering and contracting templates.
- Experience in the delivery of Defence projects.
- Experience supporting logistically complex projects within the Defence environment.

Highly Desirable

- Strong business acumen and procurement evaluation experience.
- Liability risk analysis experience across Government and/or private organisations.
- Contract management experience across Government and private organisations.
- Experience within the Land or Joint C4 workplace and delivery of integrated solutions to platforms.
- Engineering qualifications and/or experience operating within an engineering environment.
- Understanding of the One Defence Capability System (ODCS) and Fundamental Inputs to Capability (FIC).
- Experience working with Defence Prime contractors on deliverables-based contracts.
