Hyundai Rotem Company (HRC) was founded in 1977 and since that time, has been leading the industry globally by delivering critical national infrastructure in over 50 countries. A leader in the Korean rail industry, HRC has succeded in developing high-speed trains and is now establishing their presence in the Australian market.

Currently, the Australian operation of HRC is working on two major projects:

- The New Intercity Fleet (NIF) Project - a joint venture between HRC, UGL and MEA, this project is delivering a fleet of current intercity trains for operation in the NSW electrified rail network. The fleet comprises of 55 Long Units and 70 Short Units for the Newcastle, Blue Mountains, South Coast and Central Coast Lines; and
- The Queensland Train Manufacturing Program (QTMP) - a project commissioning, designing and constructing a new manufacturing facility in Torbanlea Qld and a new maintenance facility in Ormeau Qld. It includes manufacturing and delivering 65 EMU Train sets (390 cars) by the end of 2031.

Combined local and international design teams and suppliers will work together to ensure the delivery of manufacturing requirements and associated documentation to ensure that train sets locally manufactured in Australia meet the design, compliance, manufactuability, reliability, maintainability and safety specifications for the trains operational life for a minimum of at least 35 years.

The Opportunity:

An opportunity is available for an experienced rail leader to play a critical role in the delivery of the Queensland Train Manufacturing Program (QTMP).

The Senior Operations Readiness Manager will lead the establishment, implementation and delivery of the program’s operational readiness, testing, commissioning and maintenance framework.

This senior leadership role is responsible for developing and managing the end-to-end processes, systems, workforce capability and operational strategies required to successfully transition newly manufactured rollingstock from production into operational service.

Acting as a critical link between manufacturing, engineering, testing and commissioning, maintenance operations and key project stakeholders, you will ensure trains are delivered safely, efficiently and in accordance with contractual, regulatory and operational requirements.

You will build, implement and continuously improve the operational model from project inception through to fleet introduction into service. This will include workforce mobilisation, technician deployment, maintenance readiness, defect management and operational support.

A thorough understanding of Queensland Rail’s practices, processes and governance requirements will be essential to the development and implementation of effective project plans and strategies.





Key responsibilities
Operational readiness and strategy

- Lead the development and implementation of the operational readiness strategy for the QTMP.

- Establish end-to-end processes, systems and governance frameworks to support the introduction of rollingstock into operational service.

- Develop and maintain mobilisation, commissioning and maintenance-readiness plans.

- Create operational procedures, work instructions and management systems to support successful project delivery.

- Establish workforce structures, resource requirements and operational capability plans.

- Ensure operational-readiness activities align with contractual, regulatory, safety and Queensland Rail requirements.

Testing and commissioning management

- Lead static and dynamic testing and commissioning activities across the project lifecycle.

- Ensure all testing and commissioning activities are conducted safely and in accordance with approved plans, procedures and regulatory requirements.

- Develop, implement and continuously improve testing and commissioning processes and procedures.

- Investigate emerging technical issues and oversee corrective actions and remedial activities.

- Review and approve testing documentation, reports and technical investigations.

- Coordinate testing activities with engineering, planning, safety and project-delivery teams.

- Ensure lessons learnt are captured and incorporated into future activities.

Maintenance readiness and fleet support

- Establish and implement maintenance-readiness programs to support fleet introduction into service.

- Develop preventive and corrective maintenance and defect-management processes.

- Oversee rollingstock maintenance activities throughout the commissioning, handover and operational phases.

- Support engineering modifications and technical improvements throughout the project lifecycle.

- Develop maintenance schedules, operational plans and resource-allocation strategies.

- Minimise fleet downtime while ensuring safety, reliability and performance targets are achieved.

Workforce mobilisation and leadership

- Build, lead and develop multidisciplinary teams, including technicians, supervisors and operational-support personnel.

- Determine workforce requirements for testing, commissioning and maintenance activities.





- Establish roster-management practices that support fatigue management and workforce wellbeing.

- Drive a high-performance culture focused on safety, accountability and continuous improvement.

- Identify training requirements and ensure workforce competency frameworks are established and maintained.

Performance management and reporting

- Establish key performance indicators for operational-readiness, commissioning and maintenance activities.

- Monitor project performance and implement continuous-improvement initiatives.

- Prepare detailed reports, dashboards and presentations for senior management.

- Analyse operational trends to improve efficiency, reliability and project outcomes.

About you

You are an experienced rollingstock or rail operations leader with demonstrated success in taking complex projects from mobilisation through testing, commissioning and fleet introduction into operational service.

You will bring:

- A degree qualification in Engineering, Rail Operations, Asset Management, Maintenance Management or a related discipline.

- A minimum of 10 years’ experience in rollingstock operations, testing and commissioning, maintenance or fleet-introduction projects.

- Demonstrated experience leading major rail or rollingstock projects from mobilisation through to operational service delivery.

- Proven experience establishing operational frameworks, systems and processes from project inception.

- Strong experience leading multidisciplinary teams in complex project environments.

- Experience supporting fleet introduction, operational readiness and lifecycle maintenance activities.

- A strong understanding of rollingstock testing, commissioning and maintenance principles.

- Strong project-management and operational-planning capability.

- Excellent leadership and people-management skills.

- Exceptional stakeholder-management, communication and influencing skills.

- Strong analytical, problem-solving and decision-making capability.

- The ability to manage competing priorities in a fast-paced project environment.

- A high level of proficiency in Microsoft Office and reporting systems.

A deep understanding of the Australian rail environment, particularly Queensland Rail operational standards, safety requirements and track-access protocols is required. Previous experience working within or directly alongside Queensland Rail will be highly regarded. Relevant rail-industry certifications will also be highly regarded.
