the encouragement and promotion of inclusive communities through the delivery of people‐focused neighbourhoods;
the encouragement and promotion of suburban development that supports affordable living, a safe and healthy population, social inclusion, housing choice, environmental sustainability, urban renewal, growth and diversification of the Territory economy and social and environmental sustainability;
operational effectiveness, delivering value for money using sound risk practices.

Group Overview
The Place Delivery Group is responsible for the end‐to‐end delivery of master‐planned communities and strategic urban development projects across the ACT. Some of the key responsibilities include:
delivering to the Government's Indicative Land Release Program, including affordable, community and public housing targets and delivering significant financial returns through dividends to the Territory.
undertaking feasibility analysis to inform Government investment decisions on major infrastructure, civil works, estate development, commercial ventures and built‐form outcomes;
partnering with industry on complex commercial arrangements and ventures;
facilitating the provision of critical Government and non‐Government facilities and major trunk infrastructure.
undertaking due diligence and planning activities to inform concept and detailed design;
preparing concept and detailed designs using a people‐centric approach that demonstrates sustainable, integrated developments that attract and promote thriving communities;
preparing masterplans, statutory planning proposals and securing statutory approvals;
developing outcomes‐based, complex land release structures and contractual arrangements and overseeing their administration from inception through to post‐sale;
Deliver on a range of infrastructure projects including residential subdivision,
enabling infrastructure, public realm improvements, active travel ways including Bridges and built‐form projects.

The Place Delivery Group is made up of the following functions (Does this need to be updated to reflect the new branches)
Urban Development, including urban estates and urban releases
Commercial Ventures, including Ginninderry Joint Venture and Built Form
Greenfield Development, including Molonglo and Gungahlin suburbs and Town Centres
Infrastructure Services, including civil and landscaping
Molonglo Town Centre Program
Executive Branch Manager

Your Duties and Responsibilities
The Procurement Officer, Commercial Strategy will provide support and manage several procurements, for a land development project. This role reports directly to the Senior Director.
Key duties:
Supporting procurement processes, including coordination of documentation, approvals, meetings timelines, and stakeholder inputs
Preparing, managing, and monitoring consultant briefs, contracts, and project budgets
Drafting reports, briefing notes, correspondence, and operational planning documents
Maintaining accurate project records and ensuring compliance with record‐keeping standards
Other duties as required
Expertise required is:
Knowledge of, or the ability to quickly acquire an understanding of, ACT Government procurement administrative processes and reporting protocols of the SLA.
Proven ability to communicate effectively both verbally and in writing, and to prepare presentations, draft correspondence, briefs and document procedures.
Demonstrated interpersonal skills to work collaboratively and contribute positively to teams, and the ability to build effective professional stakeholder relationships and to engage effectively with stakeholders.
Excellent attention to detail with the ability to identify risk and escalates as appropriate.

Demonstrated ability to build and maintain effective working relationships with internal and external stakeholders. Proven experience working collaboratively within teams, contributing positively to team outcomes, and engaging stakeholders to gather input, resolve issues, and support project delivery.
Highly developed communication skills, with the ability to convey information clearly and professionally both verbally and in writing. Experience in preparing high-quality correspondence, reports, briefing notes,
and presentations tailored to different audiences.
Strong attention to detail with a demonstrated ability to ensure accuracy and quality in all work. Proven capacity to identify potential risks, monitor issues, and escalates matters appropriately to support sound decision‐making and compliance.
Skilled/Technical Skills and Knowledge
Knowledge of, or the ability to quickly acquire, ACT Government procurement processes and administrative requirements. Experience supporting procurement activities, including coordinating documentation, approvals, timelines, and stakeholder inputs.
Demonstrated ability to support project delivery through the preparation, management, and monitoring of consultant briefs, contracts, and project budgets. Ability to track progress against timelines and ensure deliverables meet agreed requirements.
Experience maintaining accurate and comprehensive project records in line with organisational policies and record‐keeping standards. Understanding of compliance requirements, including reporting protocols such as Service Level Agreements (SLAs), and the ability to ensure documentation meets required standards.
