APS5 – EL1 Procurement and Contract Management Officers

Horizon One Recruitment specialises in the recruitment of Procurement and Contract Management Professionals in Commonwealth Government. The roles we recruit for range from short term contracts (3 months) to long term contracts (12 months or more) with a mix of both labour hire and non-ongoing contract engagements available. We also occasionally recruit for s26 transfer opportunities, both temporary and permanent. It is very common for high performing contractors to receive repeated extensions on their contracts or secure permanency in the APS.
We are seeking expressions of interest from high performing and experienced Procurement and Contract Management Professionals to become registered with Horizon One. Being a registered candidate means you have access to suitable opportunities as they become available, some of which aren’t externally advertised.
Our client base is focused primarily in the ACT region and require candidates to be present in their Canberra office for at least a portion of the week, thus we are only seeking interest from candidates located in Canberra.
The Role
The responsibilities of each position will vary, but as a Procurement Professional in government, you will be required to:
- Work with business areas to undertake their procurement and contract management activities that enhance opportunities for collaboration, supplier innovation and service delivery improvements
- Assist in driving value for money outcomes through compliance with legislative, financial and administrative frameworks
- Manage hands-on procurement and contract management processes from end to end
- Maintain an understanding of the Procurement Policy Framework and other financial policies, procedures and guidelines to which the team operates
Your Background and Experience
Given the requirements of our clients, we are looking for candidates that already have established experience in procurement and/or contract management in Commonwealth Government. An active security clearance (Baseline minimum) is also required.
To be successful as a Procurement or Contract Management Officer, you will typically have:
- A strong understanding of the PGPA Act and CPRs
- The ability to prioritise work tasks effectively within a agile and fast paced environment
- Exceptional organisational skills and the ability to multi-task and work under pressure to meet deadlines
- The ability to communicate effectively both verbally and in writing including minutes, reports and other complex correspondence
A strong procurement and/or contract management candidate will often have a Cert IV in Government Procurement and Contract Management.
To be eligible to work in federal government, you must be an Australian citizen.
Salary / Rate
Salaries will be dependent on the enterprise agreement of the government department/agency. An approximate salary range at each level is:
- APS5: $80k – $95k + Super
- APS6: $95k – $115k + Super
- EL1: $115k – $140k + Super
- Seeking candidates located in the ACT only as our client base is located primarily in the Canberra region
