The Role The Budget and Contract Performance Manager is responsible for leading the development, integration and monitoring of Divisional and Branch budgeting and contract performance against business plans, costings and budget forecasts within the Engineering and Technology Division. The role provides direct support to the Division’s Branches to ensure business plans are achieved, and that budget and contract performance is analysed, monitored and reported to the Divisional Senior Leadership Group. The position works closely with ASA Finance and Commercial to ensure budgeting, financial reporting, forecasting and assurance obligations are met.
This role will: Work collaboratively with stakeholders and Finance and Commercial to prepare budgets and deliver accurate financial reporting, briefs and submissions.
Monitor and analyse financial and contract performance, identifying trends, risks and opportunities to support decision-making.
Ensure financial activity is accurately recorded and aligns with planned procurements, contracts, policies and accounting standards.
Provide expert advice on financial performance and budget outcomes to senior leadership.
Develop and implement financial management procedures, controls and reporting frameworks to ensure compliance with relevant legislation and policies. The Procurement and Contracting Manager is responsible for leading the development, integration and monitoring of procurement and contracting activities across the Division, ensuring alignment with business plans, costings and budget forecasts. The role supports Branches in delivering procurement outcomes and contract performance, and ensures procurement and contracting activities are effectively analysed and reported to the Divisional Senior Leadership Group.
The position works closely with ASA Finance and Commercial to ensure compliance with procurement policies, contract management requirements and reporting obligations.
This role will:
Lead procurement planning, tendering, contract formation and contract management activities.
Ensure procurement and contracting activities comply with legislation, policies, procedures and governance frameworks.
Develop and manage procurement documentation including strategies, plans, reports, submissions and contract variations.
Monitor and analyse procurement and contract data to provide insights and advice to senior leadership.
Support forecasting, reporting and assurance activities in collaboration with Finance and Commercial.
Develop and implement procurement and contract management procedures and work instructions. About our Team Project The Engineering & Technology Division Project Management Office integrates and coordinates the Technical Capability Program planning, scope, schedule, cost, risk and performance, governance and reporting and provides support and assurance to branch procurement, contracting and projects.

Strong understanding of procurement frameworks, policies, legislation and compliance requirements.
Experience leading end-to-end procurement processes, including planning, tendering and contract management.
Proven experience leading and developing high-performing teams to deliver procurement and contracting outcomes in complex environments.
Well-developed skills in preparing procurement documentation, reports, submissions and advice.
Strong stakeholder engagement, negotiation and influencing skills.
Ability to manage competing priorities and deliver outcomes in a complex environment.
Sound judgement, problem-solving capability and the ability to provide expert advice to senior stakeholders.
