Position Description - Civil Operations Planner

Purpose The Civil Operations Planner is responsible for leading the planning, prioritisation and coordination of Council’s civil maintenance programs across the civil asset network. The role works closely with the Civil Audit Officer and operational teams to evaluate asset defects,
condition data and maintenance trends, translating this information into risk-based and prioritised maintenance programs for delivery by internal crews and contractors.
The position exercises autonomy in determining maintenance priorities, treatment methodologies and scheduling strategies across Council’s civil assets. The role contributes to broader asset management and lifecycle planning activities through analysis of maintenance trends, backlog management, defect recurrence and operational performance data,
ensuring maintenance programs align with Council’s service levels, asset management objectives and operational priorities.
Key Deliverables
- Lead the assessment, prioritisation and planning of maintenance activities arising
from asset inspections, audits, defect identification and customer requests across
Council’s civil asset network.
- Develop, coordinate and maintain planned and reactive maintenance programs for
roads, footpaths, drainage, kerbing, traffic infrastructure and associated civil assets in alignment with Council priorities, service levels and operational requirements.
- Coordinate maintenance scheduling, provide scope of works and work delivery
activities for internal crews and contractors, ensuring timely and effective completion of maintenance works.
- Monitor and analyse defect trends, maintenance backlog, work program
performance and asset data to support informed decision-making, reporting and continuous improvement initiatives.
- Maintain accurate and reliable asset, defect and work order information within
Council’s asset and work management systems.
- Provide specialist operational advice and support relating to defect management,
maintenance planning, asset condition and maintenance priorities.
- Contribute to asset management, lifecycle planning and maintenance strategy
initiatives through analysis of operational data, recurring defects and maintenance performance trends.
- Build effective working relationships with operational teams, contractors and internal
stakeholders to support coordinated and efficient maintenance outcomes. A great place to work

Person Specification
Essential criteria
- Diploma, Advanced Diploma or tertiary qualification in Civil Construction, Asset
Management, Engineering, Project Management or a related discipline; or demonstrated commensurate experience or transferable skills in a similar role.
- Demonstrated experience in civil maintenance planning, works programming, or
asset management within a civil or asset-intensive environment.
- Sound knowledge of civil assets and maintenance practices, including the ability to
assess,
prioritise and coordinate maintenance activities in a planned and reactive maintenance environment.
- Demonstrated experience using asset management, GIS and/or work management
systems to support maintenance planning, defect management, scheduling and operational reporting.
- Well-developed planning, analytical and organisational skills, including the ability to
manage competing priorities and interpret technical and asset-related information.
- Well-developed communication and stakeholder engagement skills, with the ability to
work collaboratively across operational and technical teams. Desirable criteria
- Experience contributing to lifecycle planning, renewal planning or long-term
maintenance programs.
- Experience working with contractor management or outsourced maintenance
delivery models.
- Knowledge of local government service levels, maintenance standards and asset
maintenance practices.
- Experience supporting continuous improvement initiatives, reporting or process
development within an operational environment.
- Experience analysing asset condition, defect or maintenance data to support

Standard conditions
- Satisfactory completion of a National Police Clearance (will be arranged by the City of
Marion)
- Satisfactory completion of applicable Medical Assessment (will be arranged by the
City of Marion)
- Must be either an Australian resident or possess the legal right to work in Australia,
with the ability to provide documentation of a valid work visa.
- Comply with existing Work, Health and Safety legislation and regulation obligations
and apply “Think Safe Live Well” philosophy.
- Embrace ethical and moral behavior and report any suspected instances of fraud
and/or corruption in accordance with Fraud and Corruption Management and the
Code of Conduct.
- Adhere to the City of Marion Values.
- The incumbent will perform other duties as required.
Other conditions specific to the role
- Must hold a valid, full (unrestricted) driver's license in accordance with South
Australian requirements.
- Some out-of-hours work will be required (including attendance at Council Meetings or
