Purpose

This position is responsible for the management and delivery of capital works projects within the Capital Delivery unit, ensuring projects are effectively planned, programmed, and delivered in accordance with established project management principles. The role applies a diligent and structured approach across the full project lifecycle, including procurement,

contractor engagement, and budget management, to achieve defined time, cost, and quality outcomes.

The position oversees contractor performance and site-based activities, ensuring compliance with work health and safety (WHS) requirements, including the coordination of site inductions and adherence to legislative and Council standards.



Through proactive risk management, financial oversight, and strong contract administration, the role supports the safe, effective, and high-quality delivery of infrastructure projects aligned with Council objectives.

Key Deliverables

- Manage and deliver capital works projects across all lifecycle phases, ensuring

outcomes meet approved scope, budget, and timelines.
- Apply project management principles to planning, scheduling, delivery, monitoring

and coordination of project activities.
- Lead procurement and contract administration activities, ensuring compliance with

legislative, governance, and Council requirements while achieving value-for-money outcomes.
- Monitor and control project budgets, including cost estimation, forecasting, and

financial reporting.
- Oversee contractor performance and site activities to ensure quality, efficiency, and

contractual compliance.
- Ensure compliance with WHS requirements, including coordination of site inductions

and safe work practices.
- Identify and manage project risks, implementing mitigation strategies throughout the

project lifecycle.
- Monitor project progress and provide accurate reporting on time, cost, quality, and

risk.
- Coordinate stakeholders to support effective delivery and timely resolution of issues.

Person Specification

Essential criteria

- Demonstrated experience delivering capital works or infrastructure projects across

the full project lifecycle.
- Sound knowledge and practical application of project management principles,

methodologies, and tools.
- Experience in contract administration and managing contractor performance to

achieve project outcomes.
- Strong financial management capability, including budgeting, cost control, and

forecasting.
- Working knowledge of WHS legislation and the ability to ensure safe practices within

a construction or infrastructure environment.




- Experience coordinating site-based activities, including inductions and compliance

requirements.
- Ability to identify and manage project risks and issues effectively.

- Well-developed communication and stakeholder engagement skills.

- Strong organisational skills with the ability to manage multiple priorities and

deadlines.
- Ability to prepare clear and accurate project documentation and reporting.

Desirable criteria
- Relevant tertiary qualifications in project management, engineering, construction

management, or a related field.
- Project management certification (e.g. PRINCE2, PMP or equivalent).

- Experience in local government or a similar regulatory environment.

- Experience delivering complex or high-value infrastructure projects.

- Knowledge of procurement frameworks and legislative requirements.

- Experience contributing to continuous improvement of project delivery practices.

Standard conditions

- Satisfactory completion of a National Police Clearance (will be arranged by the City of

Marion)
- Satisfactory completion of applicable Medical Assessment (will be arranged by the

City of Marion)
- Must be either an Australian resident or possess the legal right to work in Australia,

with the ability to provide documentation of a valid work visa.
- Comply with existing Work, Health and Safety legislation and regulation obligations

and apply “Think Safe Live Well” philosophy.
- Embrace ethical and moral behavior and report any suspected instances of fraud

and/or corruption in accordance with Fraud and Corruption Management and the

Code of Conduct.

- Adhere to the City of Marion Values.

- The incumbent will perform other duties as required.

Other conditions specific to the role

- Must hold a valid, full (unrestricted) driver's license in accordance with South

Australian requirements.
- Must hold a valid and current White Card issued by a certified RTO.

- Some out-of-hours work will be required (including attendance at Council Meetings or
