About The Role The Projects Group is responsible for developing, delivering and assuring project-related changes and improvements across the regional rail network. The Group coordinates, integrates and delivers major projects and network change in a safe, collaborative and innovative manner, enabling V/Line to shape the improvement and modernisation of V/Line’s regional transport service.

Your primary objective as the Head of Projects Safety, Environment, Quality and Completions (SEQC) is to lead and integrate Health & Safety (H&S;), Environment & Heritage (E&H;) and Quality & Completion (Q&C;) services across the Projects portfolio to ensure safe, compliant and high-quality delivery of infrastructure outcomes.

This position is responsible for leading staff in creating a safe workplace where risks are identified, understood and managed and a safe environment for customers and visitors is maintained.

As well as performing duties specified in this position description an employee may be required to undertake other duties or functions consistent with their classification, capabilities, and skills. Position Accountabilities: Leadership

- Develop, lead, and oversee the H&S;, E&H; and Q&C; teams as well as provide advice and guidance to key stakeholders, where required.
- Be committed to undertake Continual Professional Development to ensure detailed understanding of industry and V/Line safe working procedures & systems & mentor V/Line team members, as required.
- Drive team learning and capability through formal and on-the-job training.
- Work with key internal V/Line Groups such as the Corporate Safety, Sustainability and Risk teams to set and measure H&S;, E&H; and Q&C; related KPIs for Projects, develop processes and management guides for best practice procedures.
- Develop and embed the H&S;, E&H; and Q&C; strategies and frameworks for Projects.
- Champion a culture that prioritises safety, sustainability, quality and continuous improvement.
- Manage relationships with key internal and external stakeholders.
- Oversee engagement with the Projects Group to ensure awareness of legislative responsibilities as an ARTO under Railway Safety National Law (RSNL) and relevant setting & heritage legislation.
- Act as a V/Line representative to support Project Development and various internal/external committees with H&S;, E&H; and Q&C; knowledge, expertise, and approvals.
- Oversee the review, recording and reporting of environmental or OHS incidents and accidents, and assist with emergency response and management as required.

Health and Safety

- Ensure compliance with ISO 45001 accredited Occupational, Health and Safety Management System (OHSMS), including overseeing and participating (if req) in the delivery of OHS audits and investigations, setting and reporting of OHS objectives and targets and maintenance of OHS library of registers and documentation.




- Drive compliance within the Project function with States (Vic, NSW) and Commonwealth OHS legislation, regulations and OHS guidance and engagement with relevant OHS regulators.
- Drive compliance within the Project function with RSNL legislation, regulations and guidance, and engagement with the ONRSR (RSNL regulator).
- Support the development of process and compliance with OHS Regulations such as management of asbestos and hazardous substances.
- Contribute to safe working strategies for work groups working in the rail infrastructure lease (RIL).

Environment and Heritage

- Ensure compliance with ISO 14001 accredited Environmental Management System (EMS), including the delivery of environmental audits and investigations, setting of environmental objectives and targets, and maintenance of environmental registers and documentation.
- Support the development and compliance with environmental aspects and impacts registers, and risk registers, and provide counsel in the management of environmental risk and associated controls.
- Develop briefing materials and engage the Project function to ensure awareness of legislative responsibilities and personal liabilities for environmental compliance.
- Oversee the preparation and/or assessment of environmental and heritage applications, access applications, fire prevention planning to relevant regulators
- Support engagement with relevant regulators and Aboriginal and community groups as required on heritage issues effecting Projects.

Quality and Completions

- Ensure compliance with ISO 9001:2015, Quality Management System (QMS) including overseeing and participating (if req) in the delivery of ISO audits and setting quality objectives
- Ensure Completions and Handover milestones are aligned with project schedules and gates.
- Oversee the development and embedding of a Completions Framework for internally delivered projects.
- Monitor trends and provide insights to leadership on quality risks and systemic issues.

About You As the Head of Projects Safety, Environment, Quality and Completions , your role will be to lead a team of professionals, the position provides expert advisory & reporting to enable risk-informed decision-making, ensures regulatory compliance and drives continuous improvement across all project phases. The position leads engagement and consultation with key internal and external stakeholders, relevant regulators to build and maintain positive relationships.

Selection Criteria: Essential KNOWLEDGE, SKILLS, EXPERIENCE and PERSONAL ATTRIBUTES

- Demonstrated ability to lead, coach, and develop a high ‑ performing team while fostering a culture of psychosocial safety, accountability, collaboration, and continuous improvement.
- Exceptional communication skills, both written and oral, with a well-developed ability to discuss a broad range of challenging issues, engaging stakeholders across all organisational levels including senior management.
- Highly astute analytical capabilities with the ability to convey complex and technical issues to a range of audiences.
- Interpretation and implementation of legislation and regulation related to safety (e.eg RSNL, OHS), environment (e.g. FFG, EPBC,



Environment and Planning), and heritage (e.g. Aboriginal Heritage).
- Understanding of sustainability concepts, innovation, technology and programs.
- Experience with delivering Rail Safety, OHS, wellbeing, or environment sustainability initiatives.
- 10+ years previous experience working with a range of complex stakeholders and in infrastructure project delivery.

Desirable

- Tertiary or post-graduate qualifications in Occupational Health & Safety, Environment & Archaeology or Project Management disciplines, or a related discipline is highly desirable.
- Comprehensive knowledge of sustainability concepts, innovation, technology and programs, and experience with delivering sustainability initiatives
- Comprehensive understanding of biodiversity and natural resource management principles, programs and delivery
- Strategic development, including the development of environment and sustainability action plans.
- Engagement with internal and external customers regarding environment and sustainability concepts and initiatives.
- Development and delivery of environment and sustainability communications.
- Previous experience working on rail infrastructure projects, transport projects, or large infrastructure projects.
- Previous experience working for an ARTO or in a safety regulated field.
