Human Resources Manager

Location: Melbourne, VIC

Harmony House Community Care & Services is looking for an experienced Human Resources Manager to lead our recruitment, onboarding, compliance, and workforce management functions.

About the Role

You will oversee the complete employee lifecycle, from recruitment through to onboarding, compliance, performance management, and workforce development. Working closely with management, you will ensure our workforce meets all legislative and organisational requirements while supporting continuous improvement.

Key Responsibilities

- Lead end-to-end recruitment and onboarding
- Screen, interview, and select high-quality candidates
- Ensure 100% workforce compliance before staff commence employment
- Manage employee documentation, qualifications, certifications, and compliance records
- Coordinate police checks, Worker Screening, and Right to Work documentation
- Monitor mandatory training and maintain the Training Register
- Conduct probation reviews and performance management processes
- Support workforce planning and staffing requirements
- Maintain HR policies, procedures, and position descriptions
- Prepare workforce reports and compliance documentation
- Assist during audits and accreditation activities
- Promote a positive, supportive, and high-performing workplace culture

Essential Requirements

- Bachelor’s Degree in Human Resources, Business Administration, or a related discipline




- Minimum 3 to 5 years HR experience
- Previous HR experience within:
- Aged Care
- Disability (NDIS)
- Healthcare
- Community Services
- Strong knowledge of Australian employment legislation
- Experience managing recruitment and onboarding
- Experience with workforce compliance and employee records
- Excellent communication and organisational skills
- High attention to detail
- Ability to manage multiple priorities independently

Highly Desirable

- Knowledge of the Aged Care Act
- Understanding of the Aged Care Rules
- Knowledge of the Strengthened Aged Care Quality Standards
- Experience with HRIS or workforce management systems
- Experience supporting compliance audits
- Experience developing HR policies and procedures
