Primary objective To strategically lead, manage and deliver all landowner engagement activities for the Territory Energy Link project, building solid, trusted relationships with landowners and stakeholders to secure land access, support land tenure and acquisition processes, and proactively identify, manage and resolve landowner issues to de-risk project development.

Key duties and responsibilities

- Lead and manage landowner engagement activities, while representing the Government and department in landowner meetings and other engagement activities.
- Develop,



manage, and implement strategic land tenure, access and acquisition strategies, action plans and progress reports to support the development of major infrastructure projects.
- Provide strategic land tenure, access and acquisition and landowner engagement advice to Departmental officers,

Executives and the Minister’s Office, relevant working groups, and key stakeholders.

- Identify, record, manage and resolve landowner affairs and concerns for major infrastructure projects.
- Interface with the department’s subject matter experts, other Government departments and specialist advisors to collate, prepare and refine land access and acquisition instruments and landowner engagement materials.
- Preparedness to work flexible hours and ensure “on-call” availability is provided outside of regular business hours.
- Deliver high quality evidence-based analysis, strategic and practical advice to support complex de-risking and project development activities, such as dealing with legal, land tenure, policy and commercial matters.
- Undertake administrative duties including preparing engagement plans and records, letters, reports, briefing notes,

presentations, and memorandums.

Selection criteria

Essential

- High-level oral and written communications, negotiation,



relationship management and collaboration skills, including ability to build trust, rapport and effective relationships with landowners and external stakeholders on sensitive matters.
- Highly developed leadership and project management skills, with demonstrated high level judgement in responding to changing situations, setting priorities, meeting deadlines and producing work of a high standard.
- Proven high-level experience engaging and communicating with various stakeholder groups on sensitive and complex projects or experience delivering high‑quality frontline customer service in challenging or high‑pressure situations.
- Sound understanding of rural and remote communities, rural land practices and the agricultural sector or the ability to quickly acquire.
- Demonstrated proficiency in the preparation of high-level correspondence and material including stakeholder,

communication and engagement materials, and documents for publication.

- Proven experience with working in a high demand environment subject to constantly changing priorities and deadlines.
- High-level knowledge of the economic, political, and social issues impacting the Government and the Northern Territory.
- Demonstrated experience and ability to undertake field-based engagement activities and travel by four-wheel drive vehicle to regional and remote parts of the Northern Territory.

Desirable

- Relevant qualifications or training in community engagement or similar discipline.
- Experience with land use planning and development, land tenure and acquisition matters and/or large-scale infrastructure projects.
