The Role
The primary purpose of the position of the Senior Manager, Talent Acquisition is to be responsible for the management of contemporary recruitment operations and developing and implementing best practice talent acquisition strategies, policies and methods to ensure a pipeline of operational and corporate talent is available to meet the organisation's current and future resourcing needs. Including responsibility for the internal operational promotions advertising, pre-entry screening process, assisting with interview panels and various assessments as the HR steward of the process
Functional Accountabilities
- Provide strategic, evidence-based talent acquisition advice to executives, influence key decisions, and build strong partnerships across government and emergency services.
- Lead recruitment strategy in a highly unionised environment, adapting to Victorian government priorities, driving change, and representing organisational interests externally.
- Manage firefighter recruitment programs, harmonising policies and processes while collaborating with emergency service partners to maintain organisational standards.
- Lead and develop the Talent Acquisition Team, fostering high performance, collaboration, capability growth, and exceptional recruitment service delivery.
- Build and maintain key stakeholder relationships, providing expert guidance on recruitment, workforce planning, staffing, and people management matters.
- Develop and deliver end-to-end talent acquisition strategies, leading large-scale recruitment campaigns that strengthen diversity, talent pipelines, and candidate experience.
- Drive contemporary recruitment practices, continuous improvement initiatives, and innovative talent attraction approaches aligned with organisational objectives and workforce needs.
The Team
The People and Culture Directorate takes a lead role in strategy development and implementation to enable Fire Rescue Victoria to have a safe workplace, a respectful and achievement-oriented culture, and an agile and engaged workforce. The key functions of the directorate are Human Resources Systems and Services, Workplace Relations and Ethical Standards, Organisational Development and Business Partnering, and Media and Communications.

What you will need to Succeed
- Tertiary qualifications in a relevant function of Human Resources (Masters preferred)
- Extensive experience in contemporary talent acquisition.
- Proven track record in building strong, constructive working relationships with all internal and external stakeholders.
- Excellent leadership, management and team development skills with a proven ability to continuously motivate and develop high performing teams.
- Proven track record in negotiating collaborative outcomes that meet strategic objectives.

Fire Rescue Victoria (FRV) is a modern fire and rescue service that meets the needs of twenty-first century Victoria.
The current organisation was established on 1 July 2020 as part of Victoria’s Fire Services Reforms.
The Fire Rescue Victoria Act 1958 is available on the Victorian Parliament’s Legislation and Bills website.
We serve and protect communities across Melbourne and Victoria’s major regional centres.
There are 85 FRV fire and rescue stations across the state. Our firefighters operate 47 fire stations in metropolitan Melbourne and 38 regional stations, most of which are co-located with CFA volunteer brigades.
We respond to fires, complex rescues and emergency situations.
