The Opportunity Moonee Valley City Council is seeking an experienced Senior Strategic Data & Spatial Analyst to lead the development of spatial intelligence, geospatial analytics and strategic data insights that support evidence-based planning and decision making across our municipality. Reporting to the Principal Strategic Planner, you will play a key role in helping shape the future of one of Melbourne's most dynamic and evolving communities through innovative analysis, data visualisation and spatial intelligence. In this influential role, you will deliver high-quality spatial and strategic analysis to inform growth planning, housing, infrastructure investment, climate resilience, community services and policy development. Working collaboratively across the organisation, you will develop and maintain spatial datasets, dashboards, mapping products and analytical tools, while providing specialist advice to senior leaders and project teams. Key Responsibilities

- Lead complex spatial, demographic, land use, housing, infrastructure and climate-related analysis.
- Develop and maintain spatial datasets, dashboards, mapping products and data visualisation tools.
- Deliver forecasting, scenario modelling and place-based analysis to support strategic planning.
- Provide specialist analytical advice and briefings to senior leaders and stakeholders.
- Contribute evidence and insights to Council strategies, policies, plans and investment priorities.
- Drive best practice in data governance, quality assurance, privacy and data stewardship.
- Identify opportunities to enhance automation, workflow efficiency and analytical capabilities.
- Build organisational capability through knowledge sharing, mentoring and collaboration.

Skills & Experience

- Tertiary qualifications in Geospatial Science, Data Analytics, Urban Planning, Social Sciences, Applied Science or a related discipline.
- Extensive experience in spatial intelligence, geospatial analytics, strategic data analysis or planning-related research.
- Advanced proficiency in GIS and spatial analytics platforms, including ESRI products or equivalent technologies.
- Demonstrated experience delivering analytical insights that inform policy, planning and executive decision making.
- Solid data visualisation and communication skills, with the ability to translate complex information into meaningful and accessible insights.
- Excellent stakeholder engagement skills and the ability to work collaboratively across multidisciplinary teams.
- Knowledge of urban planning, population growth, housing, infrastructure, open space and climate resilience issues will be highly regarded.

Responsibilities

- Lead complex spatial, demographic, land use, housing, infrastructure, environmental and climate-related analysis to inform strategic planning, policy development and investment decisions.
- Develop and maintain spatial datasets, dashboards, mapping products, analytical tools and repeatable methodologies that support monitoring, reporting and evidence-based decision making.
- Use contemporary geospatial, spatial analytics, data visualisation, modelling and decision-support platforms to identify patterns, trends, risks and opportunities.
- Support scenario planning, forecasting, modelling and place-based analysis for growth, housing, infrastructure, open space, climate resilience and service planning.
- Provide specialist advice, briefings and visual insights to senior leaders, project teams and external stakeholders on spatial trends affecting Moonee Valley.
- Contribute evidence and spatial analysis to the development, implementation and review of Council policies, strategies, plans and investment priorities.
- Translate complex spatial, social, economic and environmental data into clear outputs for technical and non-technical audiences.
- Apply best practice in data governance, quality assurance, metadata, privacy, security and reproducible analysis.
- Work with GIS, enterprise data functions, the Research team and business units to align spatial analysis with corporate data, technology and information management standards.
- Identify opportunities to improve automation, interoperability, workflow efficiency and the long-term reliability of spatial and strategic data products.
- Build effective internal and external relationships with data owners, government agencies, consultants, research organisations and other local government organisations.
- Build organisational capability by mentoring staff, sharing methods and supporting consistent use of spatial intelligence across Council.

Qualifications

- Relevant tertiary qualifications in geospatial science, data analytics, urban planning, social sciences, applied science or a related discipline.
- Extensive experience in spatial intelligence, geospatial analytics, strategic data analysis, planning-related research or a similar role.
- Demonstrated ability to deliver analytical products, dashboards, mapping outputs, reports and briefings that inform senior decision making, policy development and strategic planning.
- Advanced proficiency in contemporary geospatial, spatial analytics,



data visualisation and decision-support platforms, including ESRI or equivalent tools.
- Understanding of urban planning, land use policy, housing, population growth, infrastructure, open space and climate resilience in a local government or public sector context.
- Demonstrated experience in developing, governing and maintaining spatial datasets, including metadata, quality assurance, privacy, security and data stewardship requirements.
- Highly developed written, verbal, visual communication and stakeholder engagement skills, with the ability to translate complex data into clear insights for technical and non-technical audiences.
- Strong analytical, research, problem solving and project management capability, including the ability to work autonomously across competing priorities.
- A collaborative and customer-focused approach, with the ability to build organisational capability and support evidence-based decision making across Council.
