We are currently seeking applications for a
Lead
Consultant Aboriginal Participation
to join The Office of
the Industry Advocate at The Department of Treasury & Finance until
January ****.
Remuneration:
ASO7 – Salary Range
($116,089 - $125,490 p.a.).
About the opportunity:
The Lead Consultant Aboriginal Participation reports to the
Deputy Industry Advocate.
The role has a statewide remit and
influences government procurement activity
by providing specialist Aboriginal participation advice
across public authorities, suppliers and sector
stakeholders.
It supports consistent application of the South
Australian Industry Participation Policy (SAIPP) and SAIPP
Procedural Guidelines and helps shape procurement approaches that
improve Aboriginal economic participation outcomes across South
Australian Government funded activity.
About you:
The Lead Consultant Aboriginal Participation delivers specialist
consultancy services that directly support the South Australian
Aboriginal Business sector to access supply chain opportunities and
build the sector capability and capacity to participate in
government funded procurements, directly and indirectly.
The role aims to improve the level of awareness of the functions
and responsibilities associated with the SAIPP, SAIPP Procedural
Guidelines, Industry Advocate Act ****, and the OIA, as
they relate to Aboriginal economic participation.
To be successful you will:
Demonstrate strategic thinking with the ability to analyse
complex issues and provide high-level advice to inform
decision-making and drive program outcomes
Demonstrate ability to exercise independent judgement and
make sound decisions in complex, sensitive and
high-impact procurement and policy environments,
including determining appropriate courses of action




with limited direction.
Show proven experience planning, managing and delivering
complex work programs and projects, including evaluating
outcomes and engaging industry and government stakeholders to
achieve critical objectives
Have highly developed stakeholder engagement, consultation,
influencing and negotiation skills, with the ability to build
and maintain effective relationships across government,
industry, SMEs, and senior executive levels.

Industry Advocate, a Statutory Officer, in fulfilling the
functions outlined in the Industry Advocate Act.

OIA plays a key role in ensuring the effective implementation
of the SAIPP and the associated SAIPP Procedural
Guidelines.
The SAIPP aims to generate both direct and indirect
economic benefits for the State through government procurement
and grant processes.
It supports broader government goals such
as local job creation, Small and Medium Enterprise (SME)




participation in government contracts, Aboriginal employment,
innovation, social and environmental outcomes, and the
promotion of apprenticeships and training opportunities.
