The Role
The Maintenance Specialist (Personnel Licensing) works as a member of a team of qualified maintenance specialists, and reports to the Maintenance Personnel Licensing Section Manager.
You will perform a range of regulatory services in accordance with established CASA practices and procedures; and participate in the development of strategies, policies, processes and procedures specific to the delivery of maintenance personnel licensing related regulatory services.
The Maintenance Specialist (Personnel Licensing) is responsible for the following deliverables:
Exercising the prescribed delegations as authorised by the Chief Executive Officer and Director of Aviation Safety and undertake the activities of the Branch in a professional, effective, and efficient manner.
Make assessments and recommendations, as applicable, for licence issuance, certificates, and other regulatory instruments, in accordance with the Civil Aviation Safety Regulations, Civil Aviation Regulations, and other applicable requirements.
Make recommendations to vary such licences, certificates, and other regulatory instruments as necessary.
Undertake a range of Part 147 Maintenance Training Organisation (MTO) assessments, surveillance, audit, education, or policy work related to maintenance personnel licensing and Part 147 MTO training, in accordance with documented procedures.
Making assessments and recommendations and conducting follow up remedial action to correct identified deficiencies as necessary, contributing to an environment of continuous improvement and proactively engaging stakeholders.
Provide expert advice and technical guidance for this specialist role and apply technical knowledge to assist in policy development of and solving of complex problems.
Undertake research, including the development and/or implementation of revised policies and practices relating to the activities of the Division and CASA.
Representing CASA in a variety of internal and industry forums, including:
providing technical services to the aviation industry and other areas of CASA;
preparing and presenting complex technical reports, presentations, and information sessions; and ·
contributing to team, Branch, and organisational objectives.
Contributing to ensuring the standards for maintenance personnel licensing examinations are maintained and compliance with international (ICAO) Standards for Australian maintenance personnel and Australian approved Part 147 MTOs are adhered to.
Conducting investigations into breaches of the Civil Aviation Act, Regulations and Orders.
Contributing to investigations in relation to maintenance personnel licensing associated with regulatory aspects of aircraft accidents and incidents.
Ideal Candidate
Our ideal candidate for this role will have highly developed (written and verbal) communication skills, particularly in the building of and maintaining networking relationships with key stakeholders.




They will also have the following skills and experience:
Highly developed regulatory knowledge of Australian aviation regulations in relation to maintenance personnel licensing (Part 66) and maintenance personnel training (Part 147).
Relevant experience within the aviation industry or a National Aviation Authority.
Demonstrated experience in training and assessment.
Demonstrated experience in Lead Auditing.
Demonstrated ability to exercise sound judgement in the resolution of complex issues.
Highly developed stakeholder engagement and communication skills, including the ability to influence and foster professional relationships with colleagues and a broad range of internal and external stakeholders at various levels.
Demonstrated ability to perform detailed research, coordinate and assimilate technical knowledge to develop solutions and present recommendations in a explicit and concise manner.
Highly developed written skills with the ability to interpret complex information, prepare high quality written material and present well-considered and effective responses to complex arguments in a timely manner.
A good understanding of and demonstrated application of quality assurance and risk management principles.
High-level problem-solving skills with the ability to develop and implement procedures, improve processes, provide flexible solutions, and achieve results.
Ability to conduct analysis and make recommendations that influence and affect CASA's policy direction.
Ability to independently exercise judgement in handling complex queries and supporting other team members in knowledge sharing to achieve outcomes.
Ability to identify and analyse circumstances where regulatory powers should be exercised and determine the appropriate outcomes in line with CASA's regulatory philosophy.
Ability to engage with Aboriginal and Torres Strait Islander employees in a sensitive, respectful and equitable manner.

Eligibility requirements
Employment with CASA is subject to conditions prescribed within the Civil Aviation Act **** (the Act) and the CASA Enterprise Agreement.
The following eligibility requirements apply to this position:
Must have significant aviation maintenance experience and at least one of the following is essential for the role:
hold or have held an Australian Aircraft Maintenance Engineer's B2 Licence (or equivalent) for a period of at least 8 years; or




hold or have held an equivalent overseas Aircraft Maintenance Engineer's B2 Licence (ICAO Annex 1) for a period of at least 8 years; or
hold or have held Australia Defence Force maintenance qualifications and experience equivalent or appropriate towards a B2 licence.
Must be an Australia citizen
At a minimum, prospective CASA employees must undergo pre-employment screening and must be willing to provide the required information to successfully undergo a police record check.
The position's occupant must be an Australian citizen with the ability to obtain and maintain the level of security clearance as required.
Currently holds an Aviation Security Identification Card (ASIC) card or have the ability to obtain and hold one.
