FAMILY SUPPORT & KINSHIP MANAGER

Reports to:

Executive Manager, Child and Family Support Services (CFSS)

Our Story

Julalikari Council Aboriginal Corporation (JCAC) is governed by an elected body representing the Aboriginal community of Tennant Creek and the surrounding Barkly region in the Northern Territory.

As one of the largest Aboriginal and Torres Strait Islander Corporations in Australia, with a history stretching back more than 30 years, Julalikari has a long and proud record of community service delivery. The Corporation grew out of the Warumungu Papula organisation, formed in 1974.

Its primary purpose then, as it remains today, was to alleviate poverty and improve the wellbeing of the Aboriginal people of Tennant Creek and surrounding homeland communities.

Today, Julalikari delivers the following services for our mob:

· Community Safety – we help keep people safe

· Child and Family Services – we look after our children and families

· Aged Care Services – we look after our old people

· Training and Employment Services – we help people develop new skills and participate in employment

· Tenancy and Municipal Services – we look after our houses and our places

· Art Centre Operations – we support our artists and provide the public access to well-run facilities

PRIMARY PURPOSE AND FUNCTION OF THE ROLE

The Child and Family Services business unit works to look after children and families. It achieves this by delivering services around HIPPY, Playgroup, Family Support Services and the Child and Family Centre. These services support families to be strong, including helping parents to develop skills, visiting families in their homes, providing a place for children and parents to connect with services and other families, and hosting other service providers to provide additional support for families. All services work in partnership with other organisations through referrals, information sharing and collaboration to ensure strong service delivery.

The Family Support and Kinship Manager is responsible for overseeing the delivery of Julalikari’s Family Support and Kinship services across Tennant Creek and surrounding communities. Reporting to the Executive Manager Child and Family Support Services, the role provides operational leadership to ensure family support services are delivered in a culturally secure, trauma-informed and strengths-based manner that prioritises the safety and wellbeing of children and families.

The position oversees the coordination of case management activities, supports staff delivering family support services and ensures service delivery aligns with program requirements and best practice frameworks. The Family Support and Kinship Manager works closely with Department of Children and Families (DCF) and other service providers to support coordinated case planning and child safety outcomes. The role also ensures that family support services delivered through Julalikari strengthen families’ connection to culture, country, land and kin while building parenting capacity and family wellbeing.

The position contributes to the effective operation of Julalikari’s Child and Family Support Services by supporting staff supervision, monitoring service delivery activities and maintaining compliance with funding agreements, operational guidelines and organisational policies. Working as part of the broader Child and Family Support Services team, the role supports the delivery of culturally responsive services that recognise the importance of Aboriginal culture, family strength and community leadership in improving outcomes for children and families in the Barkly region.

ROLE RESPONSIBILITIES

Service Delivery Coordination

- Lead the delivery of Family Support and Kinship services to ensure families receive culturally secure,



trauma-informed and strengths-based supports that improve parenting capacity and family wellbeing.

- Oversee the management of family case work to ensure caseloads are coordinated effectively and families receive appropriate levels of support based on assessed need.

- Provide leadership and guidance to Family Support staff to ensure service delivery aligns with best practice frameworks including the Safe and Together model and Signs of Safety approach.

- Coordinate collaboration with Department of Children and Families and other service providers to support child safety, case planning and coordinated family support responses

- Oversee the delivery of place-based and culturally connected family support services that strengthen families’ connection to culture, country, land and kin.

- Monitor case planning, reviews and service delivery outcomes to ensure supports are time-limited, responsive to family needs and delivered in accordance with program requirements.

- Support the Executive Manager Child and Family Support Services by coordinating operational activities including staff scheduling, program monitoring and service delivery reporting.

- Support the development and delivery of community-based family support initiatives including the Strong and Supported Families Program.

Governance and Strategy

- Work within your role expectations to contribute to the delivery of Julalikari’s Strategic Plan and operational priorities.

- Represent Julalikari professionally when engaging with community members, stakeholders and service users.

- Comply with organisational policies, procedures and governance requirements in all aspects of the role.

- Support operational planning activities and provide feedback on service delivery issues and opportunities where required.

- Ensure all communications and public engagement activities comply with organisational protocols.

Finance

- Comply with all Julalikari financial policies, procedures and delegation requirements when undertaking operational activities.

- Maintain accurate records of supplies, equipment and consumables used within the business unit.

- Monitor resource use and identify opportunities to support cost-effective operations.

- Provide operational information to support financial reporting or budget monitoring where required.

Risk and Compliance

- Comply with organisational policies, procedures and regulatory requirements relevant to the role.

- Identify and report operational risks, incidents or compliance issues to the Business Unit Manager.

- Support implementation of organisational risk management processes and training activities.

- Participate in critical incident management processes as required.

- Support organisational efforts to prevent fraud and maintain accountability in operational activities.

Human Resources

- Participate in onboarding and induction processes as required

- Work in a culturally secure and respectful manner that upholds Aboriginal culture, identity and community expectations

- Attend team meetings, training activities and organisational communications processes.

- Participate actively in performance development processes and respond positively to feedback.

- Comply with organisational requirements relating to timesheets, rostering and leave requests.

Work Health and Safety





- Take reasonable care for personal health and safety and the safety of others in the workplace.

- Comply with all workplace health and safety policies, procedures and instructions.

- Report hazards, incidents and near misses promptly through the required reporting processes.

- Participate in WHS training and promote safe work practices in daily activities.

Fleet and Property

- Comply with organisational policies relating to the use of vehicles, equipment, property and assets.

- Maintain cleanliness and appropriate use of assigned vehicles and equipment.

- Report maintenance, safety or asset issues to the Business Unit Manager through appropriate channels.

- Support property or fleet maintenance activities as directed.

SELECTION CRITERIA

Candidates for the position of Family Support and Kinship Manager role must address the following criteria:

Previous experience:

- Demonstrated experience managing or coordinating family support, child and family wellbeing or community services programs.

- Experience working with Aboriginal children, families and communities, with a strong understanding of culturally secure service delivery in regional or remote settings.

- Demonstrated experience supervising or supporting staff delivering case management or family support services.

- Experience working collaboratively with government agencies, including child protection services, and other community service providers to support coordinated responses for families.

- Demonstrated understanding of family support practice frameworks, including strengths-based and trauma-informed approaches to working with families.

- Experience overseeing service delivery activities including case planning, monitoring outcomes and maintaining program documentation and reporting requirements.

- Demonstrated ability to manage competing operational priorities while ensuring services remain responsive to family needs and community expectations.

You will have:

- Robust interpersonal and communication skills, with the ability to build respectful relationships with Aboriginal families, community members and partner organisations.

- The ability to lead and support staff delivering family support services and promote best practice case management approaches.

- A practical and organised approach to managing service delivery activities, monitoring caseloads and coordinating operational requirements.

- A strong commitment to culturally safe and community-responsive service delivery.

- The ability to work collaboratively across teams while supporting organisational policies, procedures and operational requirements.

- Current Australian Driver’s License.

- Northern Territory Working with Children Clearance (Ochre Card) or ability to obtain.

- National Police Check Clearance or ability to obtain.

Education:

- Diploma, Advanced Diploma or Degree qualification in social work, community services, family support, human services or a related field, or demonstrated relevant experience managing family support or child and family wellbeing programs.

- Training or professional development in areas such as child protection practice, trauma-informed care, family support services or case management frameworks will be highly regarded.

Mandatory Requirements:

- National Police Check Clearance or ability to obtain

- Ochre Card

- Drivers License and completion of a nationally accredited off-road (unsealed roads) four-wheel drive training course, or willingness to obtain one.
