We're seeking an experienced Delivery Process Lead to join a newly established Delivery Office responsible for shaping and scoping digital initiatives before they progress into delivery. This is a unique opportunity to play a key role in establishing a front-end delivery capability, ensuring initiatives are well-defined, appropriately governed and strategically aligned before formal project mobilisation. Working across a portfolio of digital and ICT initiatives, you'll lead pre-discovery and discovery activities, coordinate a team of Business Analysts and work closely with technical SMEs to develop high-quality Statements of Work (SOWs), scoping documentation and executive-ready recommendations.

You’ll be responsible for leading the pre-delivery process, bringing structure to complex and often ambiguous initiatives. Working in Agile sprint cycles, you’ll coordinate the development of project scope, resource planning, estimates and delivery artefacts while engaging with Architecture, Cyber Security, Vendor Management, Digital Engagement and other specialist teams to ensure initiatives are ready to progress.

A suitable background would be Project Manager/Scrum Master/Business Analyst Lead with experience leading early-stage project planning and shaping initiatives before delivery commences. Experience in deveoping SOW's sn a must for this role. You’ll be comfortable working through ambiguity, coordinating multiple stakeholders and producing clear, high-quality documentation that enables informed decision-making.

Key Responsibilities

- Lead pre-discovery and discovery activities for new digital initiatives
- Manage and coordinate a team of Business Analysts




- Develop Statements of Work (SOWs), scope documents and executive-ready artefacts
- Validate project scope, estimates, resource requirements and delivery approachCoordinate inputs from Enterprise Architecture, Cyber Security, Vendor Management and other specialist teams
- Facilitate workshops and stakeholder engagement sessions
- Establish governance, delivery cadence and sprint planning
- Support portfolio prioritisation and investment decision-making
- Translate business needs into clear, actionable delivery outcomes

Essential Experience

- Proven experience leading pre-discovery, discovery or initiative scoping activities
- Experience developing Statements of Work (SOWs), business cases or other executive-level documentation
- Strong stakeholder engagement skills, with the ability to coordinate technical SMEs and business stakeholders
- Experience leading or mentoring Business Analysts or coordinating multidisciplinary teams
- Strong planning, facilitation and organisational skills
- Experience working across digital, technology or ICT transformation initiatives
- Experience working within Agile or hybrid delivery environments
- Excellent written communication skills, with the ability to translate complex information into concise, decision-ready outputs

Highly Desirable

- Experience establishing governance processes or delivery frameworks
- Experience supporting portfolio planning or investment prioritisation
- Experience across large, complex organisations
