Baxter Laboratories is a proudly Australian-owned manufacturer with a long-standing reputation for quality and innovation in the pharmaceutical, skincare, and sun care sectors.

We are currently experiencing a phase of rapid business growth and significant site development. To support this trajectory, we are seeking a high-energy, ambitious Health, Safety & Environment (HSE) professional who is ready to step into a high-impact leadership role and take full ownership of the site's HSE function.

Reporting directly to the General Manager of Operations, you will play a pivotal role in supporting leaders across the business while continuing to strengthen Baxter's positive safety culture. This role is ideal for a driven professional who thrives in a fast-paced environment, wants the autonomy to make a tangible mark on an expanding, dynamic operation, and possesses the strategic capability to contribute to long-term business goals.

The Role

This is a genuine, site-based leadership position that requires a unique balance of corporate presence and hands-on execution. You must possess the professional credibility to present strategic insights to the Senior Management Team (SMT) while remaining genuinely eager to walk the factory floor, build relationships, and drive daily operations.

You will partner with leaders across manufacturing, quality, engineering, and laboratories to ensure practical, compliant, and effective HSE systems are in place, driving a proactive safety culture where safety is part of everyday decision-making.

Key Responsibilities

HSE Strategy & Reporting:

Design and execute the site’s long-term HSE strategy, prepare comprehensive reports, and deliver regular insights to the SMT.

Lead HSE Programs: Drive the site’s Health, Safety & Environment agendas and spearhead continuous improvement initiatives.

System Management: Maintain, improve, and modernise HSE systems, policies, and procedures.

Risk & Operations: Partner with department managers to identify, assess, and manage operational risks.

Investigations & Audits: Lead incident investigations, root-cause analysis, risk assessments, and corrective actions.

Culture & Training: Deliver engaging HSE training, inductions, and toolbox sessions directly to teams across the site.

Sustainability: Manage environmental compliance and contribute to site sustainability initiatives.

Injury Management: Actively manage the full-cycle injury management, WorkCover processes, and return-to-work programs.

About You

We are looking for top talent - someone who blends strategic acumen with a practical, hands-on approach. You understand that excellent safety outcomes come from building strong relationships, influencing behaviours, and maintaining a visible presence,

rather than just enforcing rules.

This role is well-suited for an experienced HSE Manager, or a Senior HSE Advisor / Business Partner who is highly capable, possesses strong business literacy, and is ready to fast-track their career into a broader site leadership position.

To be successful, you will bring

Corporate & Operational Balance: The executive presence to engage with executive leadership, paired with a genuine desire to be active on the manufacturing floor.

Industry Experience: A proven track record within manufacturing, pharmaceutical, food, chemical, or another highly regulated industry.

Legislative Knowledge: Sound understanding of Victorian WHS legislation, WorkCover frameworks, and modern risk management principles.

Communication Skills: Strong interpersonal skills with the ability to influence, coach, and partner with people at all levels of the business.

Mindset: A practical, solutions-oriented mindset with the ability to adapt to a quick-paced, evolving environment.

Qualifications: Tertiary qualifications in Workplace Health & Safety, Environmental Science, or a related discipline.

Why Join Baxter?

Career Velocity: Grow your career alongside a business that is scaling rapidly.

True Autonomy: Own the HSE function from floor to boardroom with the backing of an experienced, collaborative leadership team.

Meaningful Impact: Play a pivotal role in supporting both operational excellence and employee wellbeing on a developing large-scale site.
