CAPDA is seeking multiple commercial, procurement and finance professionals to support Defence capability acquisition, sustainment and contract management activities across GWEO SPO, SATCOM SPO and LBAM SPO.

Role OverviewThese roles support commercial strategy, procurement, finance and contract management across Defence capability acquisition and sustainment programs.
Activities include selecting procurement methods, developing tender and contract documentation, supporting ASDEFCON contract management, providing specialist commercial and finance advice, managing risks, monitoring supplier performance and supporting RFT and negotiation processes.
Key Responsibilities may include: Develop commercial strategies and recommend procurement methods across Defence capability acquisition and sustainment programs.Develop, review and manage procurement, tender, contract and scope documentation.Provide specialist commercial and finance advice, including pricing, financial modelling, negotiations, cost assurance and supplier evaluation.Lead or support RFT and negotiation activities, including procurement strategies, Commonwealth approvals, RFT packs, evaluation plans and reports, draft contracts, addenda, source evaluation reports, negotiation directives and negotiation reports.Identify, assess and manage commercial, contractual, financial,



procurement and compliance risks.Apply relevant Defence, Commonwealth, legislative, policy and procurement frameworks.Prepare transparent written advice, briefs, reports, correspondence and approval documentation for stakeholders.
Experience and/or Qualifications:Level 2 rolesDemonstrated Defence commercial and procurement experience.Knowledge of Defence Writing Standards and internal Defence processes.Demonstrated experience using the ASDEFCON document suite (highly desirable).
Demonstrated experience managing complex stakeholders.Demonstrated problem-solving and critical thinking skills.Ability to work effectively in a team, make responsible decisions, consult, recommend and work with minimal supervision.Strong analytical, written and oral communication skills.
Level 3 rolesIn addition the above, Level 3 roles require the following skills and experienceExperience applying the Commonwealth Procurement Rules, commercial principles and performance management frameworks within Defence or the Commonwealth.Experience supporting contract management activities, ideally in an ASDEFCON environment.Experience reviewing complex strategic procurement and contracting documentation using the ASDEFCON suite.Comprehensive understanding of Australian Government procurement processes and procedures.Demonstrated direct Price and Payment experience, including pricing analysis, financial modelling, pricing negotiations, cost assurance, payment frameworks, supplier price evaluation.Experience with Foreign Military Sales procurement processes and activities (applicable only to the Commercial Officer role)
