Blue Mountains City Council is seeking an organised and practical property qualified to support the operational management of Council’s property and buildings portfolio.

As the Property and Buildings Officer, you will coordinate property-related activities, inspections, contractor liaison and project interface functions across Council-owned buildings and property assets.

You will work with project managers, contractors, consultants and operational teams to ensure property requirements are considered throughout project planning, construction and handover, while also supporting day-to-day building operations and portfolio administration.
Reporting to the Program Leader – Property Portfolio, you will:

• Act as the Property Service representative for capital works and infrastructure projects affecting Council-owned buildings and property assets.
• Provide operational property input during project planning, design review, construction and handover.
• Identify maintenance, operational and whole-of-life asset considerations during project delivery.
• Coordinate practical completion inspections, defect registers and follow-up of outstanding defects.
• Coordinate asset handover documentation, including manuals, warranties, certifications and compliance records.
• Conduct routine inspections of Council-owned buildings and assist with building condition assessments.




• Coordinate maintenance requests and contractor activities associated with minor operational works.
• Maintain property records, inspection reports and operational documentation.
• Assist with compliance inspections relating to fire safety, accessibility, WHS and building requirements.
• Liaise with project managers, contractors, consultants, tenants and internal stakeholders.
• Prepare inspection reports, correspondence and operational documentation.

You will bring to the position:

• Demonstrated experience in property, buildings, facilities management, construction, asset management or a related field.
• Experience coordinating building projects, contractor activities or operational property services.
• Sound understanding of building construction, maintenance practices and asset lifecycle management.
• Ability to interpret building plans, specifications and project documentation.
• Knowledge of compliance requirements relating to buildings, WHS and operational property management.
• Strong organisational and analytical skills with the ability to manage competing priorities.
• Effective stakeholder engagement and communication skills.
• Ability to prepare reports and maintain accurate operational records.
• Current NSW Class C Driver Licence.

Remuneration: base salary commencing at $92,709 gross per annum
+ 12% superannuation
+ annual performance-based salary increases / bonus (1-3.5%)
+ annual award increase
