What does this position do?
The Cadet Building Officer provides administrative, technical, and operational support to the Development Team while undertaking relevant tertiary or vocational studies in building surveying, construction management, or a related discipline, if not already appropriately qualified. The role assists Building Officers with the administration of building rules assessments, building inspections, and customer enquiries, while gaining practical experience in local government building control and regulatory processes.

The Cadet Building Officer supports the Development Team in delivering efficient and reliable building regulatory services that help ensure development within Port Lincoln is safe, compliant, and built to appropriate standards. By assisting with building application processes and responding to community enquiries, the role helps residents, builders and businesses understand and navigate Council’s building requirements. The position also contributes to strengthening local professional capacity by developing future building professionals who support the ongoing growth and safety of the Port Lincoln community.
Key Responsibilities
Building Assessment Support
- Assist Building Officers with the administration of building applications and building rules assessments.
- Conduct preliminary checks of applications for completeness and documentation requirements.
- Assist in reviewing building documentation, plans and supporting materials.
- Support preparation of correspondence, documentation, and approval notices.
- Assist with monitoring statutory timeframes for building assessments.
Administrative Support to the Development Team
- Provide general administrative support including document preparation, filing and records management.
- Maintain accurate records within Council’s development and records management systems.
- Assist with data entry and maintaining development registers.
- Assist with coordination of internal and external referrals related to building applications.
- Provide support in preparing reports, meeting documentation, and general team administration.
Inspection and Operational Support
- Assist Building Officers with scheduling and coordination of building inspections.
- Attend site inspections where appropriate to observe regulatory processes and gain practical experience.
- Assist with maintaining inspection records and documentation.
Customer and Stakeholder Assistance
- Provide first point of contact support for building enquiries via phone, email, and counter services.
- Assist customers with general information regarding development application processes and requirements.
- Refer complex enquiries to Building Officers or relevant staff.
Research and Project Support
- Assist with research relating to building regulations, compliance, and construction standards.
- Support the Development Team with projects relating to building compliance, records, or system improvements.
Career development
- Actively participate in learning and development opportunities associated with the cadetship.
- Apply academic learning to practical tasks within the building regulatory environment.
- Maintain satisfactory progress in relevant studies.

Essential
- Enrolment in, or intention to enrol in, a qualification in Building Surveying, Construction Management, Building Inspection, or a related field.
- Strong written and verbal communication, interpersonal, and problem‑solving skills.
- Good organisational skills and attention to detail.
- Ability to manage multiple tasks and meet deadlines.
- Competence in Microsoft Office applications.
- Ability to provide professional customer service.
- Demonstrate high levels of integrity and professionalism.
- Current C Class driver's license.
Highly regarded but not essential
- Basic understanding of the building regulatory framework in South Australia.
- Familiarity with construction drawings and building documentation.
- Experience in administration or local government.
- Interest in building compliance, construction, and regulatory processes.
