About Us :
Katherine Town Council is the Municipal Council for Katherine, NT.
Providing services to the Katherine Community relating to rates, roads, infrastructure, animal control, waste management and other core essential services.
At the heart of the Big Rivers region is Katherine, the fourth largest township in the Northern Territory.
Outside of Darwin and Palmerston Local Government Areas, Katherine is the next major regional centre closest to the Port of Darwin; the only major multimodal port located in Northern Australia and Australia’s gateway to the Asia Pacific.
Katherine is located at a critical crossroads point for Northern Australia and the top end, connecting Perth to Darwin from the west and Adelaide to Darwin through the north/south highway and rail corridor.
Katherine services the wider region with access to education and medical services.
Around 8,000 people live in the Katherine municipality.
The local RAAF Airbase at the Katherine suburb of Tindal adds around 2,000 to this figure making it over 10,000 people living and working in Katherine.

Position Summary :
This position is responsible for Council’s is responsible for planning, coordinating, and delivering civil infrastructure projects from initiation to completion.
The role ensures projects are delivered on time, within budget, and to required quality and safety standards.
It oversees contractors and internal teams, manages budgets and risks, ensures regulatory compliance, and maintains strong communication with stakeholders.
This position plays a key role in supporting Council’s infrastructure program and improving the local transport network.
Key Requirements :
Essential
- Minimum three years’ experience delivering and managing projects in a similar role.
- Strong skills in project planning, budgeting, scheduling, and risk management across all phases of the project lifecycle.
- Proficient in project management software for tracking progress and outcomes.
- Excellent written and verbal communication skills, with the ability to manage stakeholders, influence decisions, and resolve issues effectively
- Demonstrated ability to develop project plans, map timelines,
assess risks and opportunities, troubleshoot challenges, and ensure successful delivery.
- Proven ability to lead and manage project teams.
- Relevant tertiary qualification in Civil Engineering or a related field, with a project management qualification desirable
Job Responsibility :
Project Planning & Delivery
- Lead the planning, coordination, and delivery of road, footpath, and shared pathway projects, ensuring works are completed on time, within scope, and within budget.
- Develop project scopes, objectives, and detailed project plans, involving relevant stakeholders and ensuring technical feasibility.
- Prepare and manage comprehensive project budgets, schedules, and milestones.
- Coordinate internal teams, contractors, consultants, and external agencies to achieve project deliverables.
Contract, Procurement & Compliance
- Participate in procurement and tendering processes in accordance with Council policy.
- Support the Manager of Projects Portfolio in preparing project contracts, including scopes of work, timelines, and payment schedules.
- Ensure compliance with technical specifications, regulatory requirements, NT Work Safe standards, and funding agreement reporting obligations.
Quality, Safety & Risk Management
- Conduct site inspections to monitor construction quality, safety, and adherence to approved plans.
- Perform risk assessments, manage project risks, and recommend mitigation strategies.
Oversee project changes, including variations to scope, schedule, and budget.
Stakeholder & Team Management
- Provide leadership to support staff, setting clear expectations, driving accountability, and fostering a positive work-life balance and high-performance culture.
- Manage support staff and subcontractors, including allocation of resources and overseeing day-to-day operations.
- Maintain effective communication and relationships with contractors, stakeholders, and internal departments.
- Provide regular progress updates, technical advice, and required documentation to Manager of Projects Portfolio
Administration & Recordkeeping
- Ensure all project documentation, correspondence, and reporting are completed accurately and recorded in Council’s records management system.
Collaborate across Council departments to support the successful planning and execution of projects
Other Duties
- Assist with the implementation of the Katherine Town Council Local Counter Disaster Sub-Plan where required.
Undertake additional tasks relevant to the role as agreed with the Executive Manager or CEO.

- Assist in the implementation of the KatherineTown Council’s Local Counter DisasterSub-Plan in the event of a disaster.
- Ensure incumbentis dedicated to servicing our community and will listen to and proactively respond to their needs
