TheCapability, Planning & Change Branchis the centre of capability identification, acquisition, mobilisation and development in the department and supports the department to achieve its complex agenda through a highly capable, diverse and inclusive workforce. We provide valuable support and guidance to business areas through our closely connected sections: Recruitment, Entry Level Programs, Diversity & Inclusion, Learning & Development, Workforce Planning and & Analytics, Culture & Change and Talent & Capability.
ThePeople and Policy Branchis responsible for the department’s employment framework, policies and guidelines and provides front line human resources (HR) support for the department, right across the country and in our overseas locations. We are responsible for the development, implementation and oversight of the department’s employment legislation and provide general HR advice including conditions of employment, along with specialised case management services for issues related to performance, probation, attendance, behaviour, early intervention and rehabilitation.
A Director in our People Division leads and manages a team that is responsible for providing specialised strategy, governance, advice and solutions to ensure that the department’s HR priorities align with, and support, the department’s strategic purpose, objectives and priorities.
Key duties include:
managing and leading a team providing a broad range of support, systems and solutions through the analysis, development and implementation of HR strategies, frameworks, guidance and reporting materials
providing high-level, strategic advice and policy direction on HR issues whilst promoting a positive, safe, inclusive and diverse culture in the department
overseeing the development of HR policies, procedures and programs to achieve corporate objectives, and contributing to the effective operation of the team, branch and divisional priorities
managing the implementation of best practice approaches to developing capabilities and increasing operational effectiveness and informing business decisions
working in close partnership and collaboration with all People Division Directors, internal stakeholders, including business areas, People Partners and other HR Practitioners across the APS
liaising, negotiating and representing the department’s and team’s workplace interests with other government agencies
managing budgets where required.

The merit pool established through this selection process, which is valid for a period of 12 months from the date the vacancy was advertised in the Public Gazette, may be used to fillfuture vacancies in the Divisionwhere the duties are of a similar nature.

Knowledge and experience
To be successful in this role you will be experienced in providing high level strategic direction, advice and support on a broad range of people management issues relevant to a large, geographically dispersed organisation with a functionally diverse workforce.
You will have demonstrated professional ethical standards and personal integrity in dealing with sensitive personnel matters and a record of achievement in delivering results. You will have breadth and depth of experience in HR, including the latest thinking in the field as well as understanding the broader APS agenda.
