The Department of the Prime Minister and Cabinet (PM&C;) invites interested parties to submit Applications to be considered for the role of Independent Auditor of the Australian National Audit Office (ANAO).

Employment Type

The successful applicant would hold the office on a part-time basis from the time of appointment (expected 1 January 2024) for between three-to-five years.



It is anticipated that the successful applicant will be notified by the end of 2023 in order to provide ample opportunity for a transition between officers.

The terms and conditions of appointment will be as specified in a Letter of Appointment to be issued following appointment by the Governor-General. Schedule 2 of the Auditor-General Act 1997 also sets out conditions of appointment and other matters that have effect in relation to the office of Independent Auditor.

The successful applicant is able to sub-contract staff or other resources to support them in their duties as Independent Auditor. Any staff members must undergo relevant conflict of interest and confidentiality checks.

Subject to approval by the Prime Minister, remuneration for the audit of the ANAO financial statements is anticipated to be in the range of $90,000 to $100,000 per annum.

A daily rate of $3,300, plus relevant expenses, is provided for the conduct of performance statement audits and performance audit activities. These fees may be adjusted periodically to reflect CPI or other increases.





Schedule 2 of the Auditor-General Act 1997 sets out the conditions of appointment and other matters that have effect in relation to the office of Independent Auditor.

The Opportunity

The Independent Auditor is a part-time office, created by section 41(1) of the Auditor-General Act 1997, to undertake independent financial and performance auditing of the ANAO for the Parliament of Australia.

The functions of the Independent Auditor are to:

- audit the annual financial statements for the ANAO in accordance with section 43 of the Public Governance, Performance and Accountability Act 2013; and

- carry out performance audits, at any time, under section 45 of the Auditor-General Act 1997.

This results in three main audit activities:

- Financial statement audits
- Performance statement audits
- Performance audits





The appointment of an Independent Auditor is made by the Governor-General on recommendation by the Prime Minister, following approval from the Joint Committee of Public Accounts and Audit (JCPAA).

Our Ideal Candidate

- Have recognised standing in the field of auditing, accounting and consulting and hold a prominent and respected role in the profession.

- Have knowledge of, and experience in, the use of contemporary audit methodologies and techniques, including the standards issued by the Australian Accounting Standards Board (AASB) and the International Accounting Standards Board (IASB).

- Have a strong knowledge of, and experience in, the application of contemporary Financial Management Information Systems and an understanding of how they interact with Commonwealth Government practices,



processes and procedures.

- Have a strong understanding of, and experience in, public administration, particularly the role of the Parliament and the Commonwealth Auditor-General.

- Have a general knowledge and understanding of the changing nature of public sector organisations and financial administration in a devolved environment.

Eligibility

The successful applicant would be subject to certain obligations under the Public Governance, Performance and Accountability Act 2013, which include, but are not limited to: a duty of care and diligence, exercising their powers and performing the functions of the role honestly, in good faith and for a proper purpose, and not improperly using information to gain, or seek to gain, a benefit or an advantage for themselves or any other person.





Other eligibility requirements include:

- Australian citizenship on the completion of the recruitment process
- be able to obtain and maintain a security clearance at the required level (minimum Baseline)
- hold and maintain essential professional qualifications

It is also important for the applicant to not be affiliated with a political party and to be apolitical in undertaking their role.
