Having the right infrastructure in place is essential for Australia’s economic growth. The Infrastructure and Consumer Division provides policy, implementation and program delivery advice to the Government on Australia’s digital and mobile infrastructure. This involves creating an environment where companies will invest in infrastructure and services and compete at all levels. It also involves helping the government build a fast and affordable National Broadband Network (NBN) and improving mobile phone coverage in regional and remote communities.



The Division has four ongoing vacancies at the EL 1 level in the Broadband Implementation Branch and the Consumer Broadband Services Branch.

The Broadband Implementation Branch provides strategic advice and policy leadership to support our Minister to deliver the government’s objectives of providing fast and affordable broadband to all Australians. The branch is responsible for leading the government’s understanding of the technology, finances and governance that underpin the National Broadband Network (NBN), including wider broadband policy. The branch leads the preparation of advice to the Minister as a shareholder in NBN Co.

The Consumer Broadband Services Branch similarly provides strategic advice and policy leadership to support our Ministers to deliver a positive experience for consumers connecting to and using the NBN. The branch is responsible for providing analysis and advice on the NBN consumer experience, improvements to future arrangements through a consumer safeguards review, monitoring the migration of services to the NBN and on the potential productivity opportunities of the NBN.

Candidates for these positions should have a strong grasp of policy development and advanced communication skills. Successful candidates for the Broadband Implementation Branch roles will develop policy advice regarding the NBN and future broadband policy or manage the team that has primary responsibility within the Branch for ministerial briefings on media enquiries, speech input, meeting briefs, Question Time Briefs, Senate Estimates briefs and Questions on Notice about the NBN. The successful candidate for the Consumer Broadband Services Branch role will advise on NBN consumer measures and performance, identify emerging consumer issues and implement a consumer information hub for regional users.
