Private Energy Partners (PEP) is a dedicated affiliate of Quinbrook, a specialist investment manager focused exclusively on the infrastructure needed to drive the energy transition in Australia, North America and the UK/Ireland. We are specialist project developers, builders, and operators supporting the delivery of cutting-edge energy infrastructure solutions that create long-term value for Quinbrook and its many stakeholders.

Reporting to the Program Director and based in Brendale (Supernode Site), you will represent the Owner on site and oversee the contractor’s delivery of bulk earthworks, roadworks, drainage, underground services and BESS civil infrastructure. Protect the Owner’s interests by monitoring safety, quality, progress, scope and contractual compliance. Verify that completed works meet project requirements and support equipment installation, operation and long-term asset performance.

This role will:

- Act as the Owner’s primary site contact for civil construction matters. Communicate requirements through agreed contractual channels and escalate issues requiring Owner decisions.
- Monitor contractor supervision, resources, work methods and coordination. Identify deficiencies and seek corrective action through the authorised contractor representative.

Key accountabilities include:

- Provide independent surveillance and verification on behalf of the Owner.
- Coordinate observations and corrective action requests through the contractor’s nominated management.
- The contractor retains responsibility for construction methods, supervision, workforce management and delivery obligations.
- Witness inspections and recommend release of hold points; formally release them only where delegated.
- Refer design acceptance to the authorised designer or Owner’s Engineer.
- Issue contractual directions, approve variations, certify payments or accept completed works only where expressly authorised.
- Escalate any proposed work that could conceal defects, compromise asset performance or proceed without required inspection.

Health, Safety, Environment and Security;

- Demonstrate visible safety leadership, participate in site inspections and encourage workers to report hazards, incidents and improvement opportunities.
- Monitor contractor compliance with the Principal Contractor obligations, approved HSE plans, environmental management plans, safe work method statements (SWMS), permits and project requirements. Verify that documented controls are implemented in the field.
- Verify controls for mobile plant interaction, reversing vehicles, excavation collapse, underground and overhead services,

lifting operations, work at height and work near energised equipment. Escalate missing or ineffective controls immediately
- Monitor pedestrian separation, haul routes, reversing arrangements, public road interfaces and heavy delivery access. Verify contractor checks of operator competency, plant condition and relevant authorisations
- Verify that excavation support, working platforms, crane pads and temporary access arrangements have the required design, inspection and release records before use. Refer technical acceptance to the authorised engineer
- Coordinate with electrical and commissioning teams on energisation boundaries, restricted access, isolations and emergency arrangements as the site transitions from civil construction to equipment installation and commissioning.
- Monitor contractor controls for respirable dust and silica, noise, vibration, heat stress, fatigue, manual handling and exposure to contaminated materials where identified.
- Inspect erosion and sediment controls, stormwater management, dust suppression, waste handling, spill prevention and fuel storage. Verify that dewatering and discharge activities follow approved arrangements.
- Promptly notify the Owner of incidents, near misses and environmental events. Verify that emergency access and response arrangements remain suitable as construction progresses. Support investigations and track corrective actions through closure
- Maintain HSE surveillance records and report significant risks, recurring deficiencies and overdue actions. Verify corrective action effectiveness before recommending closure.

Quality Assurance and installation interfaces;

- Witness inspections and testing within the inspection schedule, including compaction, concrete sampling, surveys and relevant pile tests. Check that reports identify the correct location, lot and acceptance criteria.
- Confirm relevant inspection records, concrete strength results, survey results and outstanding defects are reviewed before recommending foundation or work-front release for equipment installation.
- Check cable duct positions, bend arrangements, entry points, trench interfaces and penetrations against coordinated drawings.

Refer earthing design and electrical compliance matters to the authorised electrical team.
- Inspect specified fire access, separation-related civil features, bunds, containment systems and site drainage interfaces against approved designs, including oil containment where applicable.
- Record inspections with photographs, marked-up drawings, test references and location details. Identify nonconforming work, initiate or recommend nonconformance reports (NCRs), and verify agreed corrective actions.
- Refer design discrepancies, unsuitable founding conditions, failed tests and proposed substitutions to the appropriate engineer. Verify approved dispositions before affected works proceed or are covered.
- Maintain inspection, defect and NCR registers. Provide factual evidence on completed quantities and progress to support the client’s assessment of claims and reported progress

Experience:

- Extensive civil construction experience, including senior supervision of bulk earthworks, roadworks, drainage and concrete infrastructure.
- Experience representing an asset owner, principal or Owner’s Engineer is strongly preferred.
- BESS, substation, renewable energy or industrial infrastructure experience is highly regarded.
- Experience with quality records, NCRs, defect management and electronic document systems; clear written reporting and constructive contractor communication.

Education:

- Construction induction card and current driver licence.
- Relevant civil qualification or equivalent substantial construction experience.
- Training or experience in construction supervision, quality assurance and contract administration is desirable.

Capabilities:

- Strong ability to interpret drawings, specifications, geotechnical reports, inspection plans and construction programs.
- Demonstrated capability in contractor surveillance, quality verification, progress assessment and defect management.
- Practical understanding of civil and electrical interfaces, equipment access requirements and operational maintainability.
- Clear reporting, sound judgement and the ability to challenge contractor performance constructively.

Personal Attributes:

- Provides objective inspection findings and maintains accurate records, including when under pressure to accept incomplete or defective work
- Recognises hazards, intervenes within site procedures and promptly escalates unsafe conditions
- Explains requirements and findings clearly, prepares concise reports and raises concerns promptly.
- Maintains traceable records, prioritises competing inspections and responds effectively to changing site conditions.
