Profectus is seeking an experienced Business Analysis Practice Lead to lead business analysis on a registry modernisation program within an Australian Government agency. The practice covers business and product analysis across more than 20 projects, including reverse-engineering business rules from an ADABAS/Natural mainframe and Siebel CRM environment. The work covers BA standards and methods, leading analysts, complex requirements and business rules, legislative traceability and building the agency’s BA capability.

Key Responsibilities

- Lead the BA practice, including standards, methods, templates and quality across the program
- Lead analysts across projects and assure the quality of requirements and business rules
- Elaborate complex requirements with product managers, designers, engineers and stakeholders
- Reverse-engineer business rules from legacy systems into explicit, testable specifications
- Maintain traceability from legislation and policy to requirements and acceptance criteria
- Facilitate workshops with business, policy and legal stakeholders
- Make sure legislative assumptions are identified and approved before implementation
- Establish and lead a BA community of practice for agency and partner analysts




- Coach and mentor agency analysts and leave reusable BA artefacts and playbooks

Required Experience

- 10+ years in business analysis
- Leading BA teams or practices
- Requirements elicitation, process modelling and business rules analysis
- Agile and hybrid requirements approaches, including user stories and acceptance criteria
- Large government or regulated technology programs
- Facilitation and coaching

Desirable Experience

- Reverse-engineering legacy business logic, including mainframe
- Dynamics 365, OutSystems or similar platforms
- Registry, licensing or regulatory programs
- CBAP, IIBA or equivalent certification

Security Clearance Requirements

- Must be an Australian Citizen
- Must have a current AGSVA Baseline Security Clearance (minimum)

Working Arrangements

- Onsite at client premises
- Sydney, Melbourne, Canberra, Brisbane or Traralgon (VIC)
